The Mayor will be presenting the following: 1. Recognition of the Laredo Fire Department EMS Division for receiving the EMS Mission Lifeline Silver Award. The Laredo Fire Department -EMS Division has applied measures allowing paramedics the ability to rapidly recognize critical heart or stroke conditions and follow American Heart Association guidelines in the field. Having the correct tools and training, Laredo Fire Department Paramedics are able to promptly activate heart and stroke teams at both hospitals thus reducing the amount of damage to patient's affected areas. These measures saves lives and ultimately improve the quality of life after experiencing these emergencies. The Mission Lifeline recognition is a step closer in achieving this goal. The 12 lead ECG monitors and telemetry equipment used by paramedics out on the field has been a key reason in attaining this recognition. 2. Recognizing Laredoan, Triathlon Coach Victor Trevino, Jr., for his contributions to the sport of triathlon (Swim, Bike, Run) through coaching, competition, and helping others to promote the sport in his hometown of Laredo. Victor D. Trevino, Jr., has attained one of the 1,700 slots that over 80,000 lronman triathletes compete for every year, and will be representing Laredo in the upcoming 2017 lronman World Championships in Kailua-Kona, Hawaii, which will be aired on ESPN on October 14, 2017. As part of his journey Victor D. Trevino, Jr. attained a top 5% AWA ranking in his age bracket, qualified for the USAT Nationals in Omaha, Nebraska, and helped to create the first triathlon association in Laredo, Laredo Triathlon Association.

2017-R-66 Authorizing the City Manager to enter into a memorandum of understanding between the City of Laredo Police Department and Methodist Healthcare System of San Antonio, Ltd, L.L.P d/b/a Methodist Hospital (Methodist Specialty & Transplant Hospital campus) "MSTH" through its SANE Program. This agreement is to provide Sexual Assault Forensic Examinations for persons who alleged to have been sexually assaulted and are sent to San Antonio for forensic nursing services. These services are billed to the Laredo Police Department and reimbursement is available through the Office of the Attorney General.

Public Hearing and Introductory Ordinance authorizing the City Manager to allow the City of Laredo Utilities Department to sell sanitary sewer LUE's (living unit equivalent) in the amount of $357.56/LUE to the Development Community to participate in the construction of the eastern Chacon Creek Interceptor due to the lack of capacity of the existing sanitary sewer system, thus allowing the Development Community to do the improvements in lieu of payment of the sanitary sewer LUE's and amending the Wastewater Annual Budget 2016-2017 by appropriating revenues and expenditures in the amount of $100,000.00 and providing for an effective date. This interceptor will provide extra capacity to the eastern Chacon Creek watershed service area and will start from the Vaquillas lift station to the siphon at the intersection of Gates and India. The LUES will be enforced to the Development Community during the recordation of the platting process that includes the interest from the bond. Properties requesting an increase of sanitary sewer LUES beyond those designated in the original plat will be subjected to the additional sanitary sewer LUES. The estimated cost of the improvements including the interest will be $5,698,151.14. Utilities department recommends increasing the cost per LUE by 2% on October 1st of every year. Fees collected will be set aside in the LUE sewer projects account.
INTRODUCTORY ORDINANCES 22. An ordinance of the City of Laredo, Texas, amending Chapter 2, Article V, Boards, Commissions, Councils, etc., of the Code of Ordinances by adding Division 5, Section 2-250 formalizing the establishment and creation of the Fine Arts and Culture Commission and by adding Section 2-251 providing for authority and duties; approving the establishment of a Mural Arts Grants Program; adopting rules and procedures for evaluation of mural grant applications and allocation of funds; providing that this ordinance shall be cumulative; providing a severability clause; providing for publication; and declaring an effective date. 23. Authorizing the City Manager to execute an Equipment Premises Temporary License Agreement between the City of Laredo and Texas Telecommunications, LLC, for equipment space at 1501 Water Street, Laredo, Webb County, Texas and subject to an existing License Agreement between the Parties for use of the existing communications tower. Term of the Temporary License Agreement is one (1) year commencing April 7, 2017 and ending April 6, 2018; with a six (6) month renewal option. The annual license fee will be $12,500.00 and the license fee for the renewal term will be $6,500.00, if exercised.
FINAL READING OF ORDINANCES 24. 2017-0-072 An ordinance of the City of Laredo, Texas, amending Chapter 6, Animals and Fowl, Article Ill, Small Animals, of the Code of Ordinances, by amending section 6-42 to modify the number and setback requirements for the keeping of small animals and fowl; amending Chapter 6, Article IV, Large Livestock and Wild Animals, of the Code of Ordinances, by amending section 6-66 to add a special permit for operators of community gardens or district gardens; providing that this ordinance shall be cumulative; providing a severability clause; providing a penalty clause; providing for publication; and declaring an effective date. X (a) RESOLUTIONS 27. 2017-R-67 Authorizing the City Manager to accept and enter into contract with the Health and Human Services Commission (HHSC) in the amount of $318,342.00 with program income in the amount of $60,412.00 for the continuation of the City of Laredo Health Department, Primary Health Care Program to provide preventive care for low income and uninsured persons for the term period from September 1, 2017 through August 31, 2019. 28. 2017-R-68 Authorizing the City Manager to accept a contract from the Health and Human Services Commission (HHSC) in the amount of $40,446.00 for the continuation of the City of Laredo Health Department prenatal and dental patient care and prevention services for the term period from September 1, 2017 through August 31, 2018. 29. 2017-R-69 Authorizing the City Manager to accept the continuation contract with Texas A&M International University (TAMIU) in the amount of $228,470.00 for the Sf Texas - Juntas For Better Health Program. Funding is from Methodist Health Care Ministries through TAMIU, and will allow the City of Laredo Health Department (CLHD) to continue to provide early detection health care services for diabetes and to integrate behavioral health screenings for the term period from May 1, 2017 through July 31, 2018. 30. 2017-R-71 A Resolution of the City Council of the City of Laredo, Texas, approving the establishment of an online message board; adopting an online message board policy; providing a savings clause; and providing an effective date. X (b) MOTIONS 31. Consideration for approval to reject the bids received for the Santo Nino Community Center Phase II (to include the interior build-out of the project) since the bids were over the budget allotted and authorization to modify plans and re-bid the project. Authorizing the City Manager to enter into and execute a contract between Motorola and the City of Laredo for the purchase and installation of Public Safety Answering Point (PSAP) Telecommunicator Consoles through the Houston Galveston Area Council of Governments (HGAC) Cooperative Purchasing Contract No. RA05-15 in the total amount of $57,009.00. These consoles will be installed at the Roma Police Department. The consoles will be used as a workspace by the telecommunicators at this PSAP center. Funding is available in the Regional 9-1-1 Fund. 33. Amending Motion 28 approved on April 3, 2017 to update vendor from West Safety Services to West Safety Solutions. Authorizing the City Manager to enter into and execute a contract between West Safety Solutions Corp; and the City of Laredo for the purchase of Text to 9-1-1 deployment, configuration, and services through the Houston Galveston Area Council of Governments (HGAC) Cooperative Purchasing Contract EC0?-16 in the total amount of $97,400.00. The Text to 9-1-1 services will be provided for each of eight (8) Public Safety Answering Points (PSAPs) located throughout the South Texas Region. Funding is available in the Regional 9-1-1 Fund. 34. Authorizing the City Manager to enter into and execute a contract between Esri and the City of Laredo to purchase a server, ArcGIS for Server software, and training for the South Texas Region in the amount of $69,489.87 through Texas DIR Contract #315474. The server, ArcGIS software and training will be used throughout the South Texas Region to host the 9-1-1 Database, as well as streamline the data entry process for Regional Coordinators. Funding is available in the Regional 9-1-1 Fund. 35. Authorizing the City Manager to enter into and execute, a contract between Pictometry International, an Eagleview Technologies company, and the City of Laredo to provide digital aerial imagery for the South Texas Region in the amount of $311,368.00. The aerial imagery will be used by 9-1-1 Regional Administration GIS and Database personnel, as well as by 9-1-1 Public Safety Answering Points (PSAPs) or call centers to update the existing level of service. Pictometry International is a Sole Source vendor. Funding is available in the Regional 9-1-1 Fund. 36. Consideration to authorize the purchase of four(4) unmarked units from Silsbee Ford, Silsbee, Texas in the amount of $98,934.51. The purchase of these vehicles shall be made utilizing the Goodbuy and the HGACBuy Contract Pricing Program. Funding is available in the 2016 Certificate of Obligation Issue. 37. Consideration to authorize the use of the State of Texas Procurement and Support Services (TPASS) Division's Cooperative Purchasing Program of library materials. The Mayor will be presenting the following: 1. Recognition of the Laredo Fire Department EMS Division for receiving the EMS Mission Lifeline Silver Award. The Laredo Fire Department -EMS Division has applied measures allowing paramedics the ability to rapidly recognize critical heart or stroke conditions and follow American Heart Association guidelines in the field. Having the correct tools and training, Laredo Fire Department Paramedics are able to promptly activate heart and stroke teams at both hospitals thus reducing the amount of damage to patient's affected areas. These measures saves lives and ultimately improve the quality of life after experiencing these emergencies. The Mission Lifeline recognition is a step closer in achieving this goal. The 12 lead ECG monitors and telemetry equipment used by paramedics out on the field has been a key reason in attaining this recognition. 2. Recognizing Laredoan, Triathlon Coach Victor Trevino, Jr., for his contributions to the sport of triathlon (Swim, Bike, Run) through coaching, competition, and helping others to promote the sport in his hometown of Laredo. Victor D. Trevino, Jr., has attained one of the 1,700 slots that over 80,000 lronman triathletes compete for every year, and will be representing Laredo in the upcoming 2017 lronman World Championships in Kailua-Kona, Hawaii, which will be aired on ESPN on October 14, 2017. As part of his journey Victor D. Trevino, Jr. attained a top 5% AWA ranking in his age bracket, qualified for the USAT Nationals in Omaha, Nebraska, and helped to create the first triathlon association in Laredo, Laredo Triathlon Association.

Public Hearing and Introductory Ordinance authorizing the City Manager to allow the City of Laredo Utilities Department to sell sanitary sewer LUE's (living unit equivalent) in the amount of $357.56/LUE to the Development Community to participate in the construction of the eastern Chacon Creek Interceptor due to the lack of capacity of the existing sanitary sewer system, thus allowing the Development Community to do the improvements in lieu of payment of the sanitary sewer LUE's and amending the Wastewater Annual Budget 2016-2017 by appropriating revenues and expenditures in the amount of $100,000.00 and providing for an effective date. This interceptor will provide extra capacity to the eastern Chacon Creek watershed service area and will start from the Vaquillas lift station to the siphon at the intersection of Gates and India. The LUES will be enforced to the Development Community during the recordation of the platting process that includes the interest from the bond. Properties requesting an increase of sanitary sewer LUES beyond those designated in the original plat will be subjected to the additional sanitary sewer LUES. The estimated cost of the improvements including the interest will be $5,698,151.14. Utilities department recommends increasing the cost per LUE by 2% on October 1st of every year. Fees collected will be set aside in the LUE sewer projects account.
INTRODUCTORY ORDINANCES 22. An ordinance of the City of Laredo, Texas, amending Chapter 2, Article V, Boards, Commissions, Councils, etc., of the Code of Ordinances by adding Division 5, Section 2-250 formalizing the establishment and creation of the Fine Arts and Culture Commission and by adding Section 2-251 providing for authority and duties; approving the establishment of a Mural Arts Grants Program; adopting rules and procedures for evaluation of mural grant applications and allocation of funds; providing that this ordinance shall be cumulative; providing a severability clause; providing for publication; and declaring an effective date. 23. Authorizing the City Manager to execute an Equipment Premises Temporary License Agreement between the City of Laredo and Texas Telecommunications, LLC, for equipment space at 1501 Water Street, Laredo, Webb County, Texas and subject to an existing License Agreement between the Parties for use of the existing communications tower. Term of the Temporary License Agreement is one (1) year commencing April 7, 2017 and ending April 6, 2018; with a six (6) month renewal option. The annual license fee will be $12,500.00 and the license fee for the renewal term will be $6,500.00, if exercised.
FINAL READING OF ORDINANCES 24. 2017-0-072 An ordinance of the City of Laredo, Texas, amending Chapter 6, Animals and Fowl, Article Ill, Small Animals, of the Code of Ordinances, by amending section 6-42 to modify the number and setback requirements for the keeping of small animals and fowl; amending Chapter 6, Article IV, Large Livestock and Wild Animals, of the Code of Ordinances, by amending section 6-66 to add a special permit for operators of community gardens or district gardens; providing that this ordinance shall be cumulative; providing a severability clause; providing a penalty clause; providing for publication; and declaring an effective date. (This item was tabled at the May 22, 2017 meeting to have the Animal Care Facility Committee review the item; they are in support). 25. 2017-0-073 Authorizing the City Manager to enter into license agreements with local associations for the use of City playing fields for youth and adult programs, the term of each being from March 1st through December 1st, 2017; no fee will be charged by City to the associations in view of the public benefit in permitting the associations to use the city's facilities for baseball, softball and soccer programs for the benefit of the youth of Laredo.
X (a) RESOLUTIONS 27. 2017-R-67 Authorizing the City Manager to accept and enter into contract with the Health and Human Services Commission (HHSC) in the amount of $318,342.00 with program income in the amount of $60,412.00 for the continuation of the City of Laredo Health Department, Primary Health Care Program to provide preventive care for low income and uninsured persons for the term period from September 1, 2017 through August 31, 2019. 28. 2017-R-68 Authorizing the City Manager to accept a contract from the Health and Human Services Commission (HHSC) in the amount of $40,446.00 for the continuation of the City of Laredo Health Department prenatal and dental patient care and prevention services for the term period from September 1, 2017 through August 31, 2018. 29. 2017-R-69 Authorizing the City Manager to accept the continuation contract with Texas A&M International University (TAMIU) in the amount of $228,470.00 for the Sf Texas - Juntas For Better Health Program. Funding is from Methodist Health Care Ministries through TAMIU, and will allow the City of Laredo Health Department (CLHD) to continue to provide early detection health care services for diabetes and to integrate behavioral health screenings for the term period from May 1, 2017 through July 31, 2018. 30. 2017-R-71 A Resolution of the City Council of the City of Laredo, Texas, approving the establishment of an online message board; adopting an online message board policy; providing a savings clause; and providing an effective date. X (b) MOTIONS 31. Consideration for approval to reject the bids received for the Santo Nino Community Center Phase II (to include the interior build-out of the project) since the bids were over the budget allotted and authorization to modify plans and re-bid the project. No financial impact. 32. Authorizing the City Manager to enter into and execute a contract between Motorola and the City of Laredo for the purchase and installation of Public Safety Answering Point (PSAP) Telecommunicator Consoles through the Houston Galveston Area Council of Governments (HGAC) Cooperative Purchasing Contract No. RA05-15 in the total amount of $57,009.00. These consoles will be installed at the Roma Police Department. The consoles will be used as a workspace by the telecommunicators at this PSAP center. Funding is available in the Regional 9-1-1 Fund. 33. Amending Motion 28 approved on April 3, 2017 to update vendor from West Safety Services to West Safety Solutions. Authorizing the City Manager to enter into and execute a contract between West Safety Solutions Corp; and the City of Laredo for the purchase of Text to 9-1-1 deployment, configuration, and services through the Houston Galveston Area Council of Governments (HGAC) Cooperative Purchasing Contract EC0?-16 in the total amount of $97,400.00. The Text to 9-1-1 services will be provided for each of eight (8) Public Safety Answering Points (PSAPs) located throughout the South Texas Region. Funding is available in the Regional 9-1-1 Fund. 34. Authorizing the City Manager to enter into and execute a contract between Esri and the City of Laredo to purchase a server, ArcGIS for Server software, and training for the South Texas Region in the amount of $69,489.87 through Texas DIR Contract #315474. The server, ArcGIS software and training will be used throughout the South Texas Region to host the 9-1-1 Database, as well as streamline the data entry process for Regional Coordinators. Funding is available in the Regional 9-1-1 Fund. 35. Authorizing the City Manager to enter into and execute, a contract between Pictometry International, an Eagleview Technologies company, and the City of Laredo to provide digital aerial imagery for the South Texas Region in the amount of $311,368.00. The aerial imagery will be used by 9-1-1 Regional Administration GIS and Database personnel, as well as by 9-1-1 Public Safety Answering Points (PSAPs) or call centers to update the existing level of service. Pictometry International is a Sole Source vendor. Funding is available in the Regional 9-1-1 Fund. 36. Consideration to authorize the purchase of four(4) unmarked units from Silsbee Ford, Silsbee, Texas in the amount of $98,934.51. The purchase of these vehicles shall be made utilizing the Goodbuy and the HGACBuy Contract Pricing Program. Funding is available in the 2016 Certificate of Obligation Issue. 37. Consideration to authorize the use of the State of Texas Procurement and Support Services (TPASS) Division's Cooperative Purchasing Program of library materials. Approximately $534,409.00 in library materials is purchased on an annual basis. This contract will supplement the Library's ability to purchase books and audiovisual materials. Funding is available in the Public Library Budget. 38. Refund of property tax in the amount of $590.51 payable to BTS Transportation LLC due to an overpayment. Tax account# 983-00003-010. 39. Approving monthly adjustments to the tax roll. The amounts to be adjusted for the month of May 2017, represent a decrease of $16,023.58. These adjustments are determined by the Webb County Appraisal District and by court orders.
