The Mayor will be presenting the following: 6. Recognizing Isabella D. Hernandez as this year's Laredo Noon Optimist Club Oratorical Contest winner. As a 5th grader at Our Lady of Guadalupe School here in Laredo, she went on to compete statewide at the Oratorical Contest in Corpus Christi. 1. Recognizing the 1 BU Laredo Palomino girls softball team for winning the South Zone Girls Softball World Series. 2. Recognizing Lupita Zepeda on the occasion of her retirement after 39 years of working with AT&T; she is known as a strong civic leader and advocate for her community and the surrounding area and for building consensus with all levels of government. 3. Recognizing Carol Sherwood, Executive Director for Habitat for Humanity and staff for organizing "The Hottest Golf Tournament in Texas". Proceeds of the fundraiser benefited the Laredo victims of the storm disaster that hit our City on May 21st, 2017. Mrs. Sherwood is being recognized for her hard work, dedication, and commitment to the constituents of Laredo. We recognize and commend Mrs. Sherwood's efforts in taking the lead to organize this event. 4. Recognizing the Laredo Ladies Dribblers 7th grade basketball team for winning 3rd place Gold Bracket at the Orlando, Florida Youth Basketball of America (YBOA) National Tournament. 5. Recognizing the Customs and Border Protection executive staff at the Laredo Port and Entry and Field Operations for their truly exemplary leadership during a critical time for the Port of Laredo. They made giant strides in solidarity with their Mexican counterparts and all of the stakeholders in the trade and international commerce industry in response to the May 21st storm event that severely affected the infrastructure and operations at World Trade Bridge on both sides of the border. Their quick action to restore Laredo's and Nuevo Laredo's trade handling operations, intuiting immediate lines of communication and problem solving is to be commended. We applaud their recent work and look forward to a continued strong working relationship.

Insurance proceeds were received from the Texas Municipal League Intergovernmental Risk Pool in the amount of $362,062.00 and the remaining $100,000.00 will be received upon completion of final investigation by TML. Funds will be used for repairs to existing pump and new magnetic meter at El Pico Water Treatment Plant.
2017-0-096 Authorizing the public sale for the "Surface Only" of 6.9441- acre tract to AEP Texas Inc., sole bidder in the amount of $1,500,000.00. The said tract is legally described as a 6.9441-acre parcel, out of a 70.6155-acre tract, recorded in volume 395, pages 442-454, Official Public Records of Webb County, Texas situated in Porcion 23 (A-283), Leonardo Sanchez, Original Grantee, in the County of Webb, Laredo, Texas.
Public Hearing and Introductory Ordinance amending the City of Laredo's 2010 Sewer Revenue Bond FY 2016-2017 Annual Budget by appropriating revenues and expenditures in the amount of $1,500,000.00. Proceeds in the amount of $1,500,000.00 will be received from the sale of the "surface only" of 6.9441 acre tract of land that is being purchased by AEP, Texas, Inc. Funds will be used to purchase additional land for the proposed Manadas Wastewater Treatment Plant. (Action needed on item #17 prior to this Public Hearing and Introductory Ordinance)
INTRODUCTORY ORDINANCES 6. Authorizing the City Manager to execute a billboard lease with Lamar Outdoor Advertising located on U.S. Highway 83, known as the Riverhill Property. The term for this parcel will consist of a 5 year lease, at the annual base rental amount of $2,700.00 with an additional 20% of revenue generated less the base rent for a 12- month period. 7. Authorizing the termination and release of interest of a 1 O' wide utility easement identified as line "B", recorded in Volume 189, pages 272-273, 277-278, deed records, Webb County, Texas and more fully described in Exhibit "A". Utilities department has determined the easement identified as line "B", is not being utilized and has been relocated along Black Diamond Street and Santo Tomas Street in the Las Minas Industrial Park Phase I. Therefore, it is being requested that the easement identified as line "B" be abandoned and terminated. 8. Amending Chapter 28, Article IX entitled "Public Right-of-Way Management" of the Laredo Code of Ordinances by adding Division 12, Section 28-243 through 28-253 regarding the siting of wireless communications facilities in the public rights-of-way; and providing an effective date of September 1, 2017. 9. Amending Chapter 19, Motor Vehicles and Traffic, Article VIII, Stopping, Standing, or Parking, of the Code of Ordinances, City of Laredo, specifically adding Subsection 19-364 (23) which establishes the north side of the 2000 block of E. Lyon Street, between Malinche Avenue and Urbahn Avenue, as a "No Parking Anytime/Tow Away" zone, providing severability and for an effective date and publication. 10. ZC-42-2017 District VII 16. 2017-0-095 Closing the section of De La Garza Lane between Ocean Drive and Wye Oak Street to motorized vehicular traffic and continuing its use as a pedestrian and bike way; providing for publication and effective date. 18. 2017-0-097 Authorizing City Manager to enter into a lease with the Boys and Girls Club of Laredo Inc., for the premises known as Northwest Boys and Girls Club located at 4500 Santa Maria Street, Laredo Texas; the lease is for a ten (10) year term with two (2) five (5) year options to renew. A yearly rent of one ($1.00) dollar will be paid for the term of the lease. 19. 2017-0-098 An ordinance amending chapter 2, article I of the code of ordinances by adding a new section 2-11 to establish procedures for the debarment of a vendor; containing findings and other provisions relating to the foregoing subject; providing for severability; providing for publication; and declaring an effective date.
20. 2017-R-75 Authorizing the City Manager to enter into and execute an lnterlocal Cooperation Agreement, attached hereto, between Laredo Independent School District (LISD) and the City of Laredo (City) for the purpose of granting a non-exclusive permission to use the City of Laredo's 800 MHz Trunked Voice Radio System. LISD will be operating portable radios and base stations on a daily basis and will be responsible to pay an initial fee of $1,750.51 per radio (unit) and an operational annual fee of $200.00 per radio (unit) due upon execution of this agreement. 21. 2017-R-76 Authorizing the City Manager to execute an lnterlocal Agreement by and between the City of Laredo and the Laredo Independent School District for the purchase and installation of playground equipment for Farias Elementary School. Funding is available through the Community Development Block Grant. 23. 2017-R-78 Authorizing the City Manager to accept additional funding from the U.S. Customs and Border Protection/U.S. Border Patrol Treasury Forfeiture Fund in the amount up to $55,000.00 for joint operations overtime expenses. The City of Laredo required match will be up to $17,600.00 for a total amount of $72,600.00. Funding is available in the Special Police Fund. 24. 2017-R-79 Amending Resolution #2017-R-60 by adding one (1) additional Memorandum of Understanding (Texas Comptroller of Public Accounts) to the list of cooperative working agreements/mutual assistance agreements/memorandums of understanding between the City of Laredo Police Department and various federal, state and local agencies, including but not limited to: Drug Enforcement Administration (DEA), Federal Bureau of Investigations (FBI), SCAN, et al., a comprehensive list is attached hereto as "Exhibit A". The Police Department's participation is part of the community service provided to our citizens, with no cost to the City of Laredo. 26. 2017-R-81 A Resolution of the City Council of the City of Laredo, Texas to call for the recall and to cast the City's 898 votes in favor of the recall of Mr. Juan Narvaez to the Board of Directors of the Webb County Appraisal District appointed under section 6.03 of the Texas Property Tax Code. 27. 2017-R-82 A Resolution of the City Council of the City of Laredo, Texas to nominate and cast all of the City's 898 votes towards the appointment of Councilman Rudy Gonzalez, Jr. as member to the Webb County Appraisal District Board of Directors for the remainder of the 2016-2017 term pursuant to section 6.03 of the Texas Property Tax Code. 28. 2017-R-83 Resolution accepting the donation of Lot 12, Block 4, Cuatro Vientos Norte Subdivision, Phase XII, from Laredo Four Winds, Ltd. and 4V Holdings, Ltd. for recreational and municipal purposes.
2017-R-77 Authoring the City Manager to execute this Memorandum of Understanding (MOU) by and between the Coastal Bend Regional Advisory Council (CBRAC) - Hospital Preparedness Program (HPP) and the City of Laredo Fire Department to develop hospital response capability (for responding to All Hazards Events), through the HPP. This MOU is to establish a mechanism for the utilization and coordination of emergency medical resources and assets in the event of an emergency or disaster. No financial impact will result from the MOU.
IX (b) MOTIONS 29. Authorizing the City Manager to execute an amendment to the Laredo Housing Authority (LHA) Agreement for Use of Payment in Lieu of Taxes (PILOT) for Affordable Housing Purposes. This amendment provides that LHA will pay to the City accumulated PILOT funds for years 2008- 2017 in the amount of $442,768.20 and subsequently that the City will return said funds to LHA or one of its related non-profits for the purpose of affordable housing including the redevelopment of Russell Terrace. 30. Authorizing the City Manager to submit grant applications to U.S. Department of Labor and the Walmart Foundation for funding for the 2nd Annual Stand Down event scheduled for November 16, 2017. The Stand Down Grant from the U.S. Department of Labor is for a maximum of $7,000.00 and the Walmart Foundation grant is for a maximum $2,500.00. Funds will be used to conduct the event and assist homeless veterans needs. 32. Authorizing the rejection of the sole response to the request for proposal (RFP) of the 2015 Comm unity Development Block Grant (CDBG) funds to develop a Transitional Housing Project by a local City of Laredo Non-Profit Organization. The sole respondent was the Laredo Housing Authority. The proposal submitted was not viable, since HUD is no longer prioritizing transitional housing. 33. Authorizing the selection of Sepulveda Associates Architects, Inc., of Laredo, Texas, as the architectural consulting firm to provide professional design services, surveys, testing and preparation of plans and specifications in support of the Fernando Salinas Elderly Rental Project and authorizing staff to negotiate a contract for services to implement referred multi-family housing elderly rental project located at 1803 & 1806 Juarez Ave. 33. Authorizing the selection of Sepulveda Associates Architects, Inc., of Laredo, Texas, as the architectural consulting firm to provide professional design services, surveys, testing and preparation of plans and specifications in support of the Fernando Salinas Elderly Rental Project and authorizing staff to negotiate a contract for services to implement referred multi-family housing elderly rental project located at 1803 & 1806 Juarez Ave. 36. Consideration to extend contract FY14-076 for one (1) year between the City of Laredo and ComPsych Corporation, to continue providing an Employee Assistance Program (EAP). This program allows employees to receive confidential assistance in many areas without having to access their medical health care benefits. The City of Laredo provides EAP coverage to approximately 2,500 employees plus their dependents. Eligibility for a dependent is anyone living at home including but not limited to: spouse, child, and any other family member living in the same household. The types of services provided are: confidential counseling (stress, anxiety, depression, relationships, etc.), financial planning, legal support, smoking cessation to name a few. The program has a cost of $43,992.00 per year and funding is available in the Human Resources Employee Health and Wellness Division. Original contract was awarded for two (2) years on 10/1/2014; therefore, this would be the second one (1) year extension from three (3)extension periods allowed by the contract. 37. Consideration to renew existing contract FY14-070 to Gutierrez Machine Shop, Laredo, Texas in an amount up to $750,000.00 for professional welding services for the Utilities Department. The services requested include site repairs to various water and wastewater treatment plants, lift stations, and other municipal utility facilities. There will be no price increase during this extension period. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This is the third of six (6) extension periods. All services will be requested on an as needed basis. Funding is available in the Utilities Department Budget. 39. Consideration to amend contract FY15-030 to the current vendor HD Supply Waterworks, San Antonio, Texas to include AMI/AMR turbine meters sizes 3" to 8". The current contract does not include this type of meter in these sizes as the Utilities Department is currently using compound meters for all large meters. Based on our Water and Management audit from JBS Water, turbine meters are needed and were designed for certain applications where flow rates are consistently moderate to high such as irrigation meters. There will be no increase in the current annual amount of $1,395,114.27. HD Supply has provided a notarized sole source letter stating that the meters are only provided by HD Supply Waterworks. Funding is available in the Waterworks System Fund. 41. Consideration for approval and final acceptance of the construction rehabilitation project for Fire Station #1 located at One Guadalupe Street and allowing for the release of retainage and approval of final payment in the amount of $22,500.00 to ROMO Construction, Laredo, Texas. Final construction contract amount is $225,000.00. Funding is available in the 2015 Contractual Obligation Bond. 42. Consideration to award supply contract FY17-049 to the low bidder, Anderson Columbia, Lake City, Florida, in an amount up to $3,000,000.00 for the purchase of black base and asphalt hot mix used for street paving projects. Any price changes to this contract will be governed by an index made up of the composite posted prices in the Laredo area of those companies published in the daily publication of Oil Price Information Service (OPIS). All materials are purchased on an as needed basis utilizing the construction project budgets. This contract has four (4) extension periods, upon mutual agreement of the parties. Funding is available in the Public Works construction project budget. 43. Approval of the 2017 Certified Appraisal Roll from the Webb County Appraisal District for the development of the City's tax roll; acceptance of the Effective and Rollback Tax Rate calculations for Tax Year 2017; and setting of the public hearing dates of August 21st and September 5th, 2017 for the proposed tax rate of $0.637000/$100 value. (This will be the fourteenth year that the City adopts the same tax rate.) 44. Consideration to authorize the installation of one (1) speed hump on Santander Drive, between Castro Urdiales Ave. and Burgos Dr., under the Special Provision of the Speed Hump Installation Policy, and to authorize the use of asphalt type speed hump, instead of a speed cushion, which is currently required under the policy. City Council District Ill discretionary funds will be used for this project in the amount of $2,000.00. 45. Authorizing the City Manager to sign a contract in an amount not to exceed $83,626.00 to the Owner/Developer, KCOM Managers, LTD., of Laredo, Texas, to upsize the 12-inch waterline to a 16-inch waterline at Khaledi Industrial Park along IH- 35. Funding is available in the 2012 Water Revenue Bond.

Authorizing the City Manager to terminate Catholic Social Services contract for $21,200.00 for Emergency Solutions Grant funds awarded on November 07, 2016. Catholic Social Services has notified the City that they are declining this award. Staff is recommending awarding $21,200.00 to Bethany House of Laredo, Inc. and amending the current contracts in order to provide additional funds for Homelessness Prevention Assistance and for the operations of the Homeless Management Information System (HMIS).
Consideration for approval of the selection of consultant RS&H, Inc., San Antonio, Texas, for the Laredo International Airport Capital Improvement Program for design, preparation of plans and specifications, and authorization to negotiate a professional services contract. The top three (3) rated firms made a presentation to the selection committee on June 21, 2017, to demonstrate the specific qualifications, capabilities, and performance as it relates to the proposed projects listed in the RFQ. There is no financial impact.
38. Consideration to renew existing contract FY13-054 to Rotex Truck Center, Laredo, Texas for an amount up to $60,000.00 for the purchase of International Original Equipment Manufacturer (OEM) automotive parts for the City's medium size trucks.The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. There will be no price increase during this extension period. This is the fourth of five (5) extension periods. All parts will be secured on an as needed basis. Funding is available in the Fleet Maintenance Budget. 40. Consideration to award contract FY17-048 for the general diesel engine repairs and parts/service for the City's Fleet Division to the following bidders: 1. Cervantes Truck Center, Laredo, Texas in an amount up to $200,000.00; 2. Rotex Truck Center, Laredo, Texas in an amount up to $100,000.00; 3. Andy's Auto & Bus Air, Laredo, Texas in an amount up to $75,000.00; and 4. Rush Truck Center, Laredo, Texas in an amount up to $75,000.00. This contract establishes multiple vendors for general diesel engine repairs. This contract provides the Fleet Division with the ability to farm out and expedite needed diesel engine repairs. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This contract has six (6) extension periods. All parts and services will be secured on an as needed basis. Funding is available in the Fleet Maintenance budget.

RECESS AS THE LAREDO CITY COUNCIL AND CONVENE AS THE LAREDO MASS TRANSIT BOARD 53. 2017-RT-03 Authorizing the City Manager to submit a grant application in the amount of $3,317,200.00 to the Federal Transit Administration (FTA) for Fiscal Year 2017 Section 5307 Urbanized Area authorized under the new Fixing America's Surface Transportation (FAST) Act. Funding will be for Operating Assistance to the El Metro Bus Operations. The required local match for this grant will be funded with the Transit's Local Sales Tax. 54. 2017-RT-04 Authorizing the City Manager to submit a grant application in the amount of $320,797.00 to the Federal Transit Administration (FTA) for Fiscal Year 2017 Section 5339 Bus and Bus Facilities Program authorized under the new Fixing America's Surface Transportation (FAST) Act. Funding will be used for the purchase of three (3) Vans for the El Lift Paratransit operations. The Mayor will be presenting the following: 6. Recognizing Isabella D. Hernandez as this year's Laredo Noon Optimist Club Oratorical Contest winner. As a 5th grader at Our Lady of Guadalupe School here in Laredo, she went on to compete statewide at the Oratorical Contest in Corpus Christi. 1. Recognizing the 1 BU Laredo Palomino girls softball team for winning the South Zone Girls Softball World Series. 2. Recognizing Lupita Zepeda on the occasion of her retirement after 39 years of working with AT&T; she is known as a strong civic leader and advocate for her community and the surrounding area and for building consensus with all levels of government. 3. Recognizing Carol Sherwood, Executive Director for Habitat for Humanity and staff for organizing "The Hottest Golf Tournament in Texas". Proceeds of the fundraiser benefited the Laredo victims of the storm disaster that hit our City on May 21st, 2017. Mrs. Sherwood is being recognized for her hard work, dedication, and commitment to the constituents of Laredo. We recognize and commend Mrs. Sherwood's efforts in taking the lead to organize this event. 4. Recognizing the Laredo Ladies Dribblers 7th grade basketball team for winning 3rd place Gold Bracket at the Orlando, Florida Youth Basketball of America (YBOA) National Tournament. 5. Recognizing the Customs and Border Protection executive staff at the Laredo Port and Entry and Field Operations for their truly exemplary leadership during a critical time for the Port of Laredo. They made giant strides in solidarity with their Mexican counterparts and all of the stakeholders in the trade and international commerce industry in response to the May 21st storm event that severely affected the infrastructure and operations at World Trade Bridge on both sides of the border. Their quick action to restore Laredo's and Nuevo Laredo's trade handling operations, intuiting immediate lines of communication and problem solving is to be commended. We applaud their recent work and look forward to a continued strong working relationship.

Public Hearing and Introductory Ordinance amending the City of Laredo's Waterworks Construction Fund FY 2016-2017 Annual Budget by appropriating revenues and expenditures in the amount of $462,062.00. Insurance proceeds were received from the Texas Municipal League Intergovernmental Risk Pool in the amount of $362,062.00 and the remaining $100,000.00 will be received upon completion of final investigation by TML. Funds will be used for repairs to existing pump and new magnetic meter at El Pico Water Treatment Plant.
2017-0-096 Authorizing the public sale for the "Surface Only" of 6.9441- acre tract to AEP Texas Inc., sole bidder in the amount of $1,500,000.00. The said tract is legally described as a 6.9441-acre parcel, out of a 70.6155-acre tract, recorded in volume 395, pages 442-454, Official Public Records of Webb County, Texas situated in Porcion 23 (A-283), Leonardo Sanchez, Original Grantee, in the County of Webb, Laredo, Texas.
Public Hearing and Introductory Ordinance amending the City of Laredo's 2010 Sewer Revenue Bond FY 2016-2017 Annual Budget by appropriating revenues and expenditures in the amount of $1,500,000.00. Proceeds in the amount of $1,500,000.00 will be received from the sale of the "surface only" of 6.9441 acre tract of land that is being purchased by AEP, Texas, Inc. Funds will be used to purchase additional land for the proposed Manadas Wastewater Treatment Plant. (Action needed on item #17 prior to this Public Hearing and Introductory Ordinance)
INTRODUCTORY ORDINANCES 6. Authorizing the City Manager to execute a billboard lease with Lamar Outdoor Advertising located on U.S. Highway 83, known as the Riverhill Property. The term for this parcel will consist of a 5 year lease, at the annual base rental amount of $2,700.00 with an additional 20% of revenue generated less the base rent for a 12- month period. 7. Authorizing the termination and release of interest of a 1 O' wide utility easement identified as line "B", recorded in Volume 189, pages 272-273, 277-278, deed records, Webb County, Texas and more fully described in Exhibit "A". Utilities department has determined the easement identified as line "B", is not being utilized and has been relocated along Black Diamond Street and Santo Tomas Street in the Las Minas Industrial Park Phase I. Therefore, it is being requested that the easement identified as line "B" be abandoned and terminated. 8. Amending Chapter 28, Article IX entitled "Public Right-of-Way Management" of the Laredo Code of Ordinances by adding Division 12, Section 28-243 through 28-253 regarding the siting of wireless communications facilities in the public rights-of-way; and providing an effective date of September 1, 2017. 9. Amending Chapter 19, Motor Vehicles and Traffic, Article VIII, Stopping, Standing, or Parking, of the Code of Ordinances, City of Laredo, specifically adding Subsection 19-364 (23) which establishes the north side of the 2000 block of E. Lyon Street, between Malinche Avenue and Urbahn Avenue, as a "No Parking Anytime/Tow Away" zone, providing severability and for an effective date and publication. 10. ZC-42-2017 District VII 16. 2017-0-095 Closing the section of De La Garza Lane between Ocean Drive and Wye Oak Street to motorized vehicular traffic and continuing its use as a pedestrian and bike way; providing for publication and effective date. 18. 2017-0-097 Authorizing City Manager to enter into a lease with the Boys and Girls Club of Laredo Inc., for the premises known as Northwest Boys and Girls Club located at 4500 Santa Maria Street, Laredo Texas; the lease is for a ten (10) year term with two (2) five (5) year options to renew. A yearly rent of one ($1.00) dollar will be paid for the term of the lease. 19. 2017-0-098 An ordinance amending chapter 2, article I of the code of ordinances by adding a new section 2-11 to establish procedures for the debarment of a vendor; containing findings and other provisions relating to the foregoing subject; providing for severability; providing for publication; and declaring an effective date.
20. 2017-R-75 Authorizing the City Manager to enter into and execute an lnterlocal Cooperation Agreement, attached hereto, between Laredo Independent School District (LISD) and the City of Laredo (City) for the purpose of granting a non-exclusive permission to use the City of Laredo's 800 MHz Trunked Voice Radio System. LISD will be operating portable radios and base stations on a daily basis and will be responsible to pay an initial fee of $1,750.51 per radio (unit) and an operational annual fee of $200.00 per radio (unit) due upon execution of this agreement. 21. 2017-R-76 Authorizing the City Manager to execute an lnterlocal Agreement by and between the City of Laredo and the Laredo Independent School District for the purchase and installation of playground equipment for Farias Elementary School. Funding is available through the Community Development Block Grant. 23. 2017-R-78 Authorizing the City Manager to accept additional funding from the U.S. Customs and Border Protection/U.S. Border Patrol Treasury Forfeiture Fund in the amount up to $55,000.00 for joint operations overtime expenses. The City of Laredo required match will be up to $17,600.00 for a total amount of $72,600.00. Funding is available in the Special Police Fund. 24. 2017-R-79 Amending Resolution #2017-R-60 by adding one (1) additional Memorandum of Understanding (Texas Comptroller of Public Accounts) to the list of cooperative working agreements/mutual assistance agreements/memorandums of understanding between the City of Laredo Police Department and various federal, state and local agencies, including but not limited to: Drug Enforcement Administration (DEA), Federal Bureau of Investigations (FBI), SCAN, et al., a comprehensive list is attached hereto as "Exhibit A". The Police Department's participation is part of the community service provided to our citizens, with no cost to the City of Laredo. 26. 2017-R-81 A Resolution of the City Council of the City of Laredo, Texas to call for the recall and to cast the City's 898 votes in favor of the recall of Mr. Juan Narvaez to the Board of Directors of the Webb County Appraisal District appointed under section 6.03 of the Texas Property Tax Code. 27. 2017-R-82 A Resolution of the City Council of the City of Laredo, Texas to nominate and cast all of the City's 898 votes towards the appointment of Councilman Rudy Gonzalez, Jr. as member to the Webb County Appraisal District Board of Directors for the remainder of the 2016-2017 term pursuant to section 6.03 of the Texas Property Tax Code. 28. 2017-R-83 Resolution accepting the donation of Lot 12, Block 4, Cuatro Vientos Norte Subdivision, Phase XII, from Laredo Four Winds, Ltd. and 4V Holdings, Ltd. for recreational and municipal purposes.
2017-R-77 Authoring the City Manager to execute this Memorandum of Understanding (MOU) by and between the Coastal Bend Regional Advisory Council (CBRAC) - Hospital Preparedness Program (HPP) and the City of Laredo Fire Department to develop hospital response capability (for responding to All Hazards Events), through the HPP. This MOU is to establish a mechanism for the utilization and coordination of emergency medical resources and assets in the event of an emergency or disaster. No financial impact will result from the MOU.
IX (b) MOTIONS 29. Authorizing the City Manager to execute an amendment to the Laredo Housing Authority (LHA) Agreement for Use of Payment in Lieu of Taxes (PILOT) for Affordable Housing Purposes. This amendment provides that LHA will pay to the City accumulated PILOT funds for years 2008- 2017 in the amount of $442,768.20 and subsequently that the City will return said funds to LHA or one of its related non-profits for the purpose of affordable housing including the redevelopment of Russell Terrace. 30. Authorizing the City Manager to submit grant applications to U.S. Department of Labor and the Walmart Foundation for funding for the 2nd Annual Stand Down event scheduled for November 16, 2017. The Stand Down Grant from the U.S. Department of Labor is for a maximum of $7,000.00 and the Walmart Foundation grant is for a maximum $2,500.00. Funds will be used to conduct the event and assist homeless veterans needs. 32. Authorizing the rejection of the sole response to the request for proposal (RFP) of the 2015 Comm unity Development Block Grant (CDBG) funds to develop a Transitional Housing Project by a local City of Laredo Non-Profit Organization. The sole respondent was the Laredo Housing Authority. The proposal submitted was not viable, since HUD is no longer prioritizing transitional housing. 33. Authorizing the selection of Sepulveda Associates Architects, Inc., of Laredo, Texas, as the architectural consulting firm to provide professional design services, surveys, testing and preparation of plans and specifications in support of the Fernando Salinas Elderly Rental Project and authorizing staff to negotiate a contract for services to implement referred multi-family housing elderly rental project located at 1803 & 1806 Juarez Ave. 33. Authorizing the selection of Sepulveda Associates Architects, Inc., of Laredo, Texas, as the architectural consulting firm to provide professional design services, surveys, testing and preparation of plans and specifications in support of the Fernando Salinas Elderly Rental Project and authorizing staff to negotiate a contract for services to implement referred multi-family housing elderly rental project located at 1803 & 1806 Juarez Ave. 36. Consideration to extend contract FY14-076 for one (1) year between the City of Laredo and ComPsych Corporation, to continue providing an Employee Assistance Program (EAP). This program allows employees to receive confidential assistance in many areas without having to access their medical health care benefits. The City of Laredo provides EAP coverage to approximately 2,500 employees plus their dependents. Eligibility for a dependent is anyone living at home including but not limited to: spouse, child, and any other family member living in the same household. The types of services provided are: confidential counseling (stress, anxiety, depression, relationships, etc.), financial planning, legal support, smoking cessation to name a few. The program has a cost of $43,992.00 per year and funding is available in the Human Resources Employee Health and Wellness Division. Original contract was awarded for two (2) years on 10/1/2014; therefore, this would be the second one (1) year extension from three (3)extension periods allowed by the contract. 37. Consideration to renew existing contract FY14-070 to Gutierrez Machine Shop, Laredo, Texas in an amount up to $750,000.00 for professional welding services for the Utilities Department. The services requested include site repairs to various water and wastewater treatment plants, lift stations, and other municipal utility facilities. There will be no price increase during this extension period. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This is the third of six (6) extension periods. All services will be requested on an as needed basis. Funding is available in the Utilities Department Budget. 39. Consideration to amend contract FY15-030 to the current vendor HD Supply Waterworks, San Antonio, Texas to include AMI/AMR turbine meters sizes 3" to 8". The current contract does not include this type of meter in these sizes as the Utilities Department is currently using compound meters for all large meters. Based on our Water and Management audit from JBS Water, turbine meters are needed and were designed for certain applications where flow rates are consistently moderate to high such as irrigation meters. There will be no increase in the current annual amount of $1,395,114.27. HD Supply has provided a notarized sole source letter stating that the meters are only provided by HD Supply Waterworks. Funding is available in the Waterworks System Fund. 41. Consideration for approval and final acceptance of the construction rehabilitation project for Fire Station #1 located at One Guadalupe Street and allowing for the release of retainage and approval of final payment in the amount of $22,500.00 to ROMO Construction, Laredo, Texas. Final construction contract amount is $225,000.00. Funding is available in the 2015 Contractual Obligation Bond. 42. Consideration to award supply contract FY17-049 to the low bidder, Anderson Columbia, Lake City, Florida, in an amount up to $3,000,000.00 for the purchase of black base and asphalt hot mix used for street paving projects. Any price changes to this contract will be governed by an index made up of the composite posted prices in the Laredo area of those companies published in the daily publication of Oil Price Information Service (OPIS). All materials are purchased on an as needed basis utilizing the construction project budgets. This contract has four (4) extension periods, upon mutual agreement of the parties. Funding is available in the Public Works construction project budget. 43. Approval of the 2017 Certified Appraisal Roll from the Webb County Appraisal District for the development of the City's tax roll; acceptance of the Effective and Rollback Tax Rate calculations for Tax Year 2017; and setting of the public hearing dates of August 21st and September 5th, 2017 for the proposed tax rate of $0.637000/$100 value. (This will be the fourteenth year that the City adopts the same tax rate.) 44. Consideration to authorize the installation of one (1) speed hump on Santander Drive, between Castro Urdiales Ave. and Burgos Dr., under the Special Provision of the Speed Hump Installation Policy, and to authorize the use of asphalt type speed hump, instead of a speed cushion, which is currently required under the policy. City Council District Ill discretionary funds will be used for this project in the amount of $2,000.00. 45. Authorizing the City Manager to sign a contract in an amount not to exceed $83,626.00 to the Owner/Developer, KCOM Managers, LTD., of Laredo, Texas, to upsize the 12-inch waterline to a 16-inch waterline at Khaledi Industrial Park along IH- 35. Funding is available in the 2012 Water Revenue Bond.

Authorizing the City Manager to terminate Catholic Social Services contract for $21,200.00 for Emergency Solutions Grant funds awarded on November 07, 2016. Catholic Social Services has notified the City that they are declining this award. Staff is recommending awarding $21,200.00 to Bethany House of Laredo, Inc. and amending the current contracts in order to provide additional funds for Homelessness Prevention Assistance and for the operations of the Homeless Management Information System (HMIS).
Consideration for approval of the selection of consultant RS&H, Inc., San Antonio, Texas, for the Laredo International Airport Capital Improvement Program for design, preparation of plans and specifications, and authorization to negotiate a professional services contract. The top three (3) rated firms made a presentation to the selection committee on June 21, 2017, to demonstrate the specific qualifications, capabilities, and performance as it relates to the proposed projects listed in the RFQ. There is no financial impact.
38. Consideration to renew existing contract FY13-054 to Rotex Truck Center, Laredo, Texas for an amount up to $60,000.00 for the purchase of International Original Equipment Manufacturer (OEM) automotive parts for the City's medium size trucks.The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. There will be no price increase during this extension period. This is the fourth of five (5) extension periods. All parts will be secured on an as needed basis. Funding is available in the Fleet Maintenance Budget. 40. Consideration to award contract FY17-048 for the general diesel engine repairs and parts/service for the City's Fleet Division to the following bidders: 1. Cervantes Truck Center, Laredo, Texas in an amount up to $200,000.00; 2. Rotex Truck Center, Laredo, Texas in an amount up to $100,000.00; 3. Andy's Auto & Bus Air, Laredo, Texas in an amount up to $75,000.00; and 4. Rush Truck Center, Laredo, Texas in an amount up to $75,000.00. This contract establishes multiple vendors for general diesel engine repairs. This contract provides the Fleet Division with the ability to farm out and expedite needed diesel engine repairs. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This contract has six (6) extension periods. All parts and services will be secured on an as needed basis. Funding is available in the Fleet Maintenance budget.

According to the Title 43 Texas Administrative Code Section 31.39 to be eligible to receive state and federal public transportation funds awarded by the Texas Transportation Commission, an entity must have adopted an internal Ethics and Compliance Program (ICP) that satisfies the requirements of Section 10.51 of this title (relation to Internal Ethics and Compliance Program) and must enforce compliance within that program . 1.Discussion with possible action on Status report regarding the Bartlett corridor Improvements and any items incident there to.
RECESS AS THE LAREDO CITY COUNCIL AND CONVENE AS THE LAREDO MASS TRANSIT BOARD 53. 2017-RT-03 Authorizing the City Manager to submit a grant application in the amount of $3,317,200.00 to the Federal Transit Administration (FTA) for Fiscal Year 2017 Section 5307 Urbanized Area authorized under the new Fixing America's Surface Transportation (FAST) Act. Funding will be for Operating Assistance to the El Metro Bus Operations. The required local match for this grant will be funded with the Transit's Local Sales Tax. 54. 2017-RT-04 Authorizing the City Manager to submit a grant application in the amount of $320,797.00 to the Federal Transit Administration (FTA) for Fiscal Year 2017 Section 5339 Bus and Bus Facilities Program authorized under the new Fixing America's Surface Transportation (FAST) Act. Funding will be used for the purchase of three (3) Vans for the El Lift Paratransit operations. The twenty (20) percent local match for this grant is funded with the Transit's Sales Tax. 55. 2017-RT-05 Authorizing the City Manager to accept a resolution approving the Laredo Transit Management Inc.
