XIII (a) RESOLUTIONS 26. 2018-R-85 Authorizing the City Manager to submit a Continued Grant Application for the FY18-19 grant year in the amount of $1,007,113.00 to the Texas Auto Burglary & Theft Prevention Authority to fund the Laredo Auto Theft Task Force for the period of September 1, 2018 through August 31, 2019. This grant pays for salaries and supplies for the LPD Auto Theft Division. The city's local match is approximately 35% which is available as a transfer in from General Fund. Funding is available in Auto Theft Fund. 27. 2018-R-86 Authorizing the City Manager to accept a grant in the amount of $76,374.00 from the Office of Justice Programs, Bureau of Justice Assistance for funding the 2017 Edward Byrne Memorial Justice Assistance Grant (JAG) Program for the period of October 01, 2017 through September 30, 2020. The Bureau of Justice Assistance mandates that this grant be divided equally between the City of Laredo and Webb County, Sheriff's Office; $38,187.00 will be allocated for the LPD Network Specialist and $38,187.00 for Webb County Sheriff's Office operation enhancements. Funding has been budgeted under Special Police Fund 229. 28. 2018-R-87 Authorizing the City Manager to accept a grant in the amount of $52,000.00 from the Office of the Governor, Criminal Justice Division, for the funding of the 2018 Body-Worn Camera Program for the period of June 01, 2018 through September 30, 2018. The City of Laredo will be required to provide a match in the amount of $15,500.00 for a total project amount of $67,500.00. The purpose of this program is to aid municipal police departments in establishing or enhancing body-worn camera (BWC) programs. Funding is available in Special Police Fund. 29. 2018-R-88 Amending Resolution 2018-R-17 by adding one (1) additional memorandum of understanding (Laredo College - Radio Agreement) to the list of cooperative working agreements/mutual assistance agreements/memorandums of understanding between the City of Laredo Police Department and various federal, state and local agencies, including but not limited to: Drug Enforcement Administration (DEA), Federal Bureau of Investigations (FBI), SCAN, et al., a comprehensive list is attached hereto as "Exhibit A". The Police Department's participation is part of the community service provided to our citizens, with no cost to the City of Laredo. 30. 2018-R-91 Authorizing and approving a fee waiver and a Tax Abatement Agreement between the City of Laredo and Roberto Rodriguez for a proposed project located at 2419 E. Stewart, E 1 O' of lot 3 & all of lot 4 blk, 1396 Easter Division (property) that consists of new construction, in accordance with authorized guidelines and criteria established for the Neighborhood Empowerment Zone (NEZ). This agreement will be for a five (5) year period and will abate taxes on new improvements for the purpose of economic development. The project has an estimated capital investment total of $443,900.00, estimated annual tax abatement total of $2,827.64 and estimated total fee waivers of $1,740.00. Guidelines and criteria for the agreement are set forth in the attached agreement and information. 31. 2018-R-92 Authorizing and approving a fee waiver and a Tax Abatement Agreement between the City of Laredo and South Laredo Holdings for a proposed project located at 2901 Reynolds St, Lot 1; Block 1803: eastern division that consists of new construction, in accordance with authorized guidelines and criteria established for the Neighborhood Empowerment Zone (NEZ). This agreement will be for a five (5) year period and will abate taxes on new improvements for the purpose of economic development. The project has an estimated capital investment total of $355,363.47, estimated annual tax abatement total of $1,219.95 and estimated total fee waivers of $1,798.25. Authorizing the City Manager to execute all necessary documents to apply for a grant from the Department of Labor (DOL) for the 3rd Annual "Stand Down for Homeless Veterans" event, tentatively scheduled for November 15, 2018. Awards from the DOL are made available for a maximum of $7,000.00 per one-day event. Funding is provided in the form of non-competitive grants that are awarded on a first-come, first-served basis until funding is exhausted. Funding must strictly be used to benefit homeless veterans. 38. Authorizing the City Manager to grant a public firework permit for the 2018 PONY League Softball Fast Pitch South Zone World Series Opening Ceremony at Uni-Trade Stadium located at 6320 Sinatra Pkwy. It will take place on the evening of July 17, 2018. The technicians for the display will be GOT PYRO, LLC. 39. Consideration for approval of the City of Laredo Fire Station No. 8 (Del Mar Boulevard) Replacement as complete, approval of change order no. 1, a decrease of $14,834.41 for the balance of quantities actually constructed in place and to add forty-six (46) calendar days to the construction contract time, release of retainage and approval of final payment in the amount of $137,363.08 to Davila - Zertuche, JV, LLC., San Antonio, Texas. Final construction contract amount is $2,747,261.59. Funding is available in the 2016 C.O. Fund. 40. Consideration to award a construction contract to the lowest bidder ALC Construction Co. , Inc, Laredo, Texas, in the base bid amount of $159 ,500.00 for the Sidewalk Improvements Phase II Alma Pierce Elementary School (17 Blocks - District IV) with a construction contract time of ninety (90) calendar days; and authorizing the City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents. Completion date for the project is scheduled for November 2018. Funding is available in the 2017 CO Bond. 41. Consideration to approve the continuation lease agreement between the City of Laredo and Hayde Correa to allow the City of Laredo to continue to provide clinic services at 109 West Gravis situated in San Diego, Texas 78384 for the City of Laredo Health Department Women, Infants and Children (WIC) and Health Promotion Programs. The term of the agreement shall be for three (3) years beginning September 1, 2018 through August 31, 2021, with an option to renew for an additional three year period under the same terms and conditions, subject only to a rental increase. Monthly rent is a total of $1,725.00, for a total annual amount of $20,700.00, and a total contract amount of $62, 100.00. Funding is available through the Health Department Budget and the agreement is contingent on the availability of funds. 42. The Real Time Crime Center will act as a command center for citywide cameras, license plate readers, and will interface with our High Intensity Drug Trafficking Area (HIDTA) Bridge Camera Project, as well as any other existing and future associated technology that can be leveraged by public safety at the local, state and federal levels. Funding for this purchase is available in the Financial Task Force Fund. 44. Consideration to authorize a purchase contract with the sole source provider, FARO Technologies, Inc., in the amount of $76,457.30 through GSA contract pricing, for the purchase of a 3D Imaging System for Crime Scene Investigations for the Laredo Police Department. Funding is available in the Police Trust Fund. 45. Consideration to award a software maintenance contract to the sole source provider, Superion, in the amount of $306,004.83. This maintenance contract provides customer support and service for the OSSI computer software system utilized by the Police and Fire Departments. The term of the contract is for twelve (12) months ending on December 3 1, 2018. Funding is available in the Police and Fire Departments annual budgets. 46. Consideration to authorize the purchase of one (1) 2018 Chevrolet Suburban and one (1) 2018 Ford Transit Van in the total amount of $74,017.75 from Silsbee Ford, Silsbee, Texas through the GoodBuy Cooperative Purchasing Program's contract pricing. The new Chevrolet Suburban is a replacement vehicle for unit #8210 which has already reached its useful life. The Transit Van will be a new addition and will supplement CVB's vehicle inventory. Both vehicles will be assigned to the Convention & Visitors Bureau for operations. Funding is available in the 2018 Convention & Visitors Bureau Fund. 47. Consideration to ratify the existing annual service contract FY16-044 to Test America Laboratories, North Canton, Ohio by increasing the amount by $125,000.00, for a total contract amount of $275,000.00. This contract is to provide laboratory analytical services for water and wastewater samples in accordance to Texas Commission of Environmental Quality ( TCEQ) and Environmental Protection Agency (EPA) required standard methods. Sample testing is done on a daily, monthly, and quarterly basis. Due to an increase in testing usage, this increase will help fund these services while new contract is awarded. All services shall be secured on an as needed basis. Funding is available in the Water and Wastewater Operation Funds. 48. Consideration to authorize the purchase of four (4) refuse rear loader trucks from Rush Truck Center, Laredo, Texas in the total amount $693,180.00 for the Solid Waste Services Department. These refuse rear loader trucks are replacements for units #6157, #6158, #6159, and #6160 which have already reached their useful life. The purchase of these trucks shall be made utilizing the BuyBoard Cooperative Purchasing Program. Funding is available in the 2017 Solid Waste Property Finance Contractual Obligations Fund. 49. Consideration to renew annual service contract FY17-046 with Fox Truck World LLC., San Antonio, TX, in an amount up to $150,000.00 for the purchase of repair services for the City's automated side loader trucks. The term of this contract shall be for a period of one ( 1 ) year beginning as of the date of its execution. There will be no price increase during this contract extension period. This is first of four (4) extension periods. All services will be secured on an as needed basis. The City shall provide the parts. Funding is available in the Fleet Maintenance budget. 50. Consideration to renew the existing annual contract FY14-048 to Southern Sanitation, Laredo, Texas, in an amount up to $73,627.44, to provide trash collection services for large volume containers. These services will be required for various city operations such as the Airport, Bridge System, Parks and Leisure, Public Access, Fleet Management, Traffic, Transit, Municipal Housing, Environmental Engineering, Utilities, and Solid Waste Departments. The contract vendor is also required to provide these containers for special events such as the Household Collection Event. There will be no price increase during this extension period. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This is the fourth of five extension periods. There will be no price increase during this extension period. Funding for these services are available in various departmental funds. 51. Consideration to award a two (2) year supply contract to the sole source provider Xylem Water Solutions, Carrolton, Texas for the purchase of replacement submersible water and drainage pumps, parts, and service for the Water Treatment Plant, Wastewater Treatment plants and lift stations for the Utilities Department. This contract will be for an estimated annual amount of $650,000.00 and is subject to future appropriations. All pumps, parts, and services will be secured on an as needed basis. Funding is available in the Utilities Department budget. 52. Consideration to award supply contract number FY18-068 for the purchase of assorted rebar, wire mesh, keyway, and stakes to the low bidder CMC Commercial Metals, Laredo, Texas in an amount up to $60,000.00. These materials will be purchased on an as needed basis by the Public Works and other City Departments for construction and repair projects. This will be a one hundred twenty (120) day supply contract with the opportunity to extend for ten (10) additional one hundred twenty day periods and is subject to future appropriations. If the pricing remains the same or price adjustment has mutual agreement from both parties and the City agrees to extend the contract, the contract shall automatically renew for another one hundred twenty day period. Funding is available in the respective departmental budgets. 53. Consideration to award contract FY18-070 to the following low bidders: 1) Silsbee Ford, Silbee, Texas for the purchase of one (1) 2018 Ford Fusion vehicle and one (1) 2019 Ford F-250 crew cab truck in the total amount of $44,708.00 and; 2) Caldwell Country Chevrolet, Caldwell, Texas for the purchase of two (2) 2019 Chevrolet 1500 Silverado double cab trucks in the total amount of $45,940.00. The Ford Fusion will be replacing unit #13164 and the two Chevrolet Silverado will be replacing units #14328 and #14329 which all have reached their useful life. The one Ford F250 will be a new addition and will supplement the Utilities Departments operations. Funding is available in the 2017 Sewer Revenue Bond Issue. 54. Consideration to award contract FY18-074 to the low bidder HEAT Safety Equipment, Von Ormy Texas for the purchase of air breathing apparatuses for the Fire Department in annual amount of up to $439,607.90. The term of this contract shall be for a period of two (2) year term beginning as of the date of its execution and is subject to future appropriations. This contract may be extended for two, additional one (1) year periods upon mutual agreement between both parties. Funding is available in the 2017 CO Bond. 55. Consideration to reject the two bids received for FY18-071 for the purchase and installation of a sports lighting system. The two bids submitted by ROMO Contractor and LED Electrical were evaluated and deemed to lack documentation. The Community Development Department will modify the specifications and request formal bids again. 56. Consideration to renew contract number FY17-047 to the sole bidder S.C.C. Pure Materials, Laredo, Texas in amount up to $500,000.00 for the purchase of the following paving and construction materials: a. Flexible base Type D - Crushed Concrete, F.O.B. Public Works or Utilities Department Compound Job Site - $17 .50/ton b. Flexible base Type D - Crushed Concrete, F.O.B. Vendors Plant, picked up by City Trucks - $14.50/ton This contract is for the purchase of materials required for all city paving and construction projects. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution.This is the first of four extension periods. There will be no price increase from the previous extension period. All materials shall be purchased on an as needed basis utilizing the Public Works Department, Utilities Department, and construction project budgets. 57. Approving monthly adjustments to the tax roll. The amounts to be adjusted for the month of June 2018, represent a decrease of $14,072.35. These adjustments are determined by the Webb County Appraisal District and by court orders. 58. Authorizing the City Manager to grant a temporary construction license on 0.57 acres (55 ft. wide, and about 468 length) to allow Robert Muller, LTD the developer to access and construct a sewer line to connect to the Sombreretillo lift station, for the Trade Center Phase-2 Industrial Park. 60. Consideration for approval of the selection of Engineering Consultant, Crane Engineering from Laredo, Texas, based upon Request For Qualifications (RFQ) received and authorizing the City Manager to negotiate a contract to provide professional engineering services for the design and the construction phase of 800 LF of 18" Interceptor and 5,500 LF of 36" Interceptor of the Eastern Chacon Creek service area from Vaquillas Lift Station to India and Gates within the City of Laredo. Funding is available in the 2011 Sewer Revenue Bond. 61. Authorizing the City Manager to negotiate the terms of and execute an Investment Grade Audit (IGA) agreement with Honeywell International, Inc. The predetermined price of the audit not to exceed $350,000.00. There will be no up front costs. Honeywell will study the Zacate Creek Wastewater Treatment Plant, the South Laredo Plant and the Jefferson Plant for energy savings. In addition to energy savings, Honeywell will evaluate the feasibility of conducting a Zacate Creek Wastewater Treatment Plant retrofit to increase capacity and insure TCEQ compliance in 2020. Staff and Honeywell have already consulted with TCEQ regarding the retrofit instead of abandoning the plant. If upon completion of the audit, Honeywell can't guarantee the cost savings to accomplish the project, there will be no money due to Honeywell. If Honeywell does find and guarantee cost savings to pay for the improvements and the City proceeds with improvements to any one of the three sites, the cost of the audit is included in the cost of the improvement. If, however, after finding cost savings to pay for the improvements the City decides that it does not wish to proceed with any of them, City will owe Honeywell a fixed fee which is to be negotiated as part of the IGA contract. The Budget Department has received the Government Finance Officer's Association Distinguished Budget Award for FY2018 for the twenty-seventh consecutive year. Funding is available in Auto Theft Fund. 27. 2018-R-86 Authorizing the City Manager to accept a grant in the amount of $76,374.00 from the Office of Justice Programs, Bureau of Justice Assistance for funding the 2017 Edward Byrne Memorial Justice Assistance Grant (JAG) Program for the period of October 01, 2017 through September 30, 2020. The Bureau of Justice Assistance mandates that this grant be divided equally between the City of Laredo and Webb County, Sheriff's Office; $38,187.00 will be allocated for the LPD Network Specialist and $38,187.00 for Webb County Sheriff's Office operation enhancements. Funding has been budgeted under Special Police Fund 229. 28. 2018-R-87 Authorizing the City Manager to accept a grant in the amount of $52,000.00 from the Office of the Governor, Criminal Justice Division, for the funding of the 2018 Body-Worn Camera Program for the period of June 01, 2018 through September 30, 2018. The City of Laredo will be required to provide a match in the amount of $15,500.00 for a total project amount of $67,500.00. The purpose of this program is to aid municipal police departments in establishing or enhancing body-worn camera (BWC) programs. Funding is available in Special Police Fund. 29. 2018-R-88 Amending Resolution 2018-R-17 by adding one (1) additional memorandum of understanding (Laredo College - Radio Agreement) to the list of cooperative working agreements/mutual assistance agreements/memorandums of understanding between the City of Laredo Police Department and various federal, state and local agencies, including but not limited to: Drug Enforcement Administration (DEA), Federal Bureau of Investigations (FBI), SCAN, et al., a comprehensive list is attached hereto as "Exhibit A". Consideration to authorize a purchase contract with the sole source provider, FARO Technologies, Inc., in the amount of $76,457.30 through GSA contract pricing, for the purchase of a 3D Imaging System for Crime Scene Investigations for the Laredo Police Department. Funding is available in the Police Trust Fund. 45. Consideration to award a software maintenance contract to the sole source provider, Superion, in the amount of $306,004.83. This maintenance contract provides customer support and service for the OSSI computer software system utilized by the Police and Fire Departments. The term of the contract is for twelve (12) months ending on December 3 1, 2018. Funding is available in the Police and Fire Departments annual budgets. 46. Consideration to authorize the purchase of one (1) 2018 Chevrolet Suburban and one (1) 2018 Ford Transit Van in the total amount of $74,017.75 from Silsbee Ford, Silsbee, Texas through the GoodBuy Cooperative Purchasing Program's contract pricing. The new Chevrolet Suburban is a replacement vehicle for unit #8210 which has already reached its useful life. The Transit Van will be a new addition and will supplement CVB's vehicle inventory. Both vehicles will be assigned to the Convention & Visitors Bureau for operations. Funding is available in the 2018 Convention & Visitors Bureau Fund. 47. Consideration to ratify the existing annual service contract FY16-044 to Test America Laboratories, North Canton, Ohio by increasing the amount by $125,000.00, for a total contract amount of $275,000.00. This contract is to provide laboratory analytical services for water and wastewater samples in accordance to Texas Commission of Environmental Quality ( TCEQ) and Environmental Protection Agency (EPA) required standard methods. Sample testing is done on a daily, monthly, and quarterly basis. Due to an increase in testing usage, this increase will help fund these services while new contract is awarded. All services shall be secured on an as needed basis. Funding is available in the Water and Wastewater Operation Funds. 48. Consideration to authorize the purchase of four (4) refuse rear loader trucks from Rush Truck Center, Laredo, Texas in the total amount $693,180.00 for the Solid Waste Services Department. These refuse rear loader trucks are replacements for units #6157, #6158, #6159, and #6160 which have already reached their useful life. The purchase of these trucks shall be made utilizing the BuyBoard Cooperative Purchasing Program. Funding is available in the 2017 Solid Waste Property Finance Contractual Obligations Fund. 49. Consideration to renew annual service contract FY17-046 with Fox Truck World LLC., San Antonio, TX, in an amount up to $150,000.00 for the purchase of repair services for the City's automated side loader trucks. The term of this contract shall be for a period of one ( 1 ) year beginning as of the date of its execution. There will be no price increase during this contract extension period. This is first of four (4) extension periods. All services will be secured on an as needed basis. The City shall provide the parts. Funding is available in the Fleet Maintenance budget. 50. Consideration to renew the existing annual contract FY14-048 to Southern Sanitation, Laredo, Texas, in an amount up to $73,627.44, to provide trash collection services for large volume containers. These services will be required for various city operations such as the Airport, Bridge System, Parks and Leisure, Public Access, Fleet Management, Traffic, Transit, Municipal Housing, Environmental Engineering, Utilities, and Solid Waste Departments. The contract vendor is also required to provide these containers for special events such as the Household Collection Event. There will be no price increase during this extension period. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This is the fourth of five extension periods. There will be no price increase during this extension period. Funding for these services are available in various departmental funds. 51. Consideration to award a two (2) year supply contract to the sole source provider Xylem Water Solutions, Carrolton, Texas for the purchase of replacement submersible water and drainage pumps, parts, and service for the Water Treatment Plant, Wastewater Treatment plants and lift stations for the Utilities Department. This contract will be for an estimated annual amount of $650,000.00 and is subject to future appropriations. All pumps, parts, and services will be secured on an as needed basis. Funding is available in the Utilities Department budget. 52. Consideration to award supply contract number FY18-068 for the purchase of assorted rebar, wire mesh, keyway, and stakes to the low bidder CMC Commercial Metals, Laredo, Texas in an amount up to $60,000.00. These materials will be purchased on an as needed basis by the Public Works and other City Departments for construction and repair projects. This will be a one hundred twenty (120) day supply contract with the opportunity to extend for ten (10) additional one hundred twenty day periods and is subject to future appropriations. If the pricing remains the same or price adjustment has mutual agreement from both parties and the City agrees to extend the contract, the contract shall automatically renew for another one hundred twenty day period. Funding is available in the respective departmental budgets. 53. Consideration to award contract FY18-070 to the following low bidders: 1) Silsbee Ford, Silbee, Texas for the purchase of one (1) 2018 Ford Fusion vehicle and one (1) 2019 Ford F-250 crew cab truck in the total amount of $44,708.00 and; 2) Caldwell Country Chevrolet, Caldwell, Texas for the purchase of two (2) 2019 Chevrolet 1500 Silverado double cab trucks in the total amount of $45,940.00. The Ford Fusion will be replacing unit #13164 and the two Chevrolet Silverado will be replacing units #14328 and #14329 which all have reached their useful life. The one Ford F250 will be a new addition and will supplement the Utilities Departments operations. Funding is available in the 2017 Sewer Revenue Bond Issue. 54. Consideration to award contract FY18-074 to the low bidder HEAT Safety Equipment, Von Ormy Texas for the purchase of air breathing apparatuses for the Fire Department in annual amount of up to $439,607.90. The term of this contract shall be for a period of two (2) year term beginning as of the date of its execution and is subject to future appropriations. This contract may be extended for two, additional one (1) year periods upon mutual agreement between both parties. Funding is available in the 2017 CO Bond. 55. Consideration to reject the two bids received for FY18-071 for the purchase and installation of a sports lighting system. The two bids submitted by ROMO Contractor and LED Electrical were evaluated and deemed to lack documentation. The Community Development Department will modify the specifications and request formal bids again. 56. Consideration to renew contract number FY17-047 to the sole bidder S.C.C. Pure Materials, Laredo, Texas in amount up to $500,000.00 for the purchase of the following paving and construction materials: a. Flexible base Type D - Crushed Concrete, F.O.B. Public Works or Utilities Department Compound Job Site - $17 .50/ton b. Flexible base Type D - Crushed Concrete, F.O.B. Vendors Plant, picked up by City Trucks - $14.50/ton This contract is for the purchase of materials required for all city paving and construction projects. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution.This is the first of four extension periods. There will be no price increase from the previous extension period. All materials shall be purchased on an as needed basis utilizing the Public Works Department, Utilities Department, and construction project budgets. 57. Approving monthly adjustments to the tax roll. The amounts to be adjusted for the month of June 2018, represent a decrease of $14,072.35. These adjustments are determined by the Webb County Appraisal District and by court orders. 58. Authorizing the City Manager to grant a temporary construction license on 0.57 acres (55 ft. wide, and about 468 length) to allow Robert Muller, LTD the developer to access and construct a sewer line to connect to the Sombreretillo lift station, for the Trade Center Phase-2 Industrial Park. 60. Consideration for approval of the selection of Engineering Consultant, Crane Engineering from Laredo, Texas, based upon Request For Qualifications (RFQ) received and authorizing the City Manager to negotiate a contract to provide professional engineering services for the design and the construction phase of 800 LF of 18" Interceptor and 5,500 LF of 36" Interceptor of the Eastern Chacon Creek service area from Vaquillas Lift Station to India and Gates within the City of Laredo. Funding is available in the 2011 Sewer Revenue Bond. 61. Authorizing the City Manager to negotiate the terms of and execute an Investment Grade Audit (IGA) agreement with Honeywell International, Inc. The predetermined price of the audit not to exceed $350,000.00. There will be no up front costs. Honeywell will study the Zacate Creek Wastewater Treatment Plant, the South Laredo Plant and the Jefferson Plant for energy savings. In addition to energy savings, Honeywell will evaluate the feasibility of conducting a Zacate Creek Wastewater Treatment Plant retrofit to increase capacity and insure TCEQ compliance in 2020. Staff and Honeywell have already consulted with TCEQ regarding the retrofit instead of abandoning the plant. If upon completion of the audit, Honeywell can't guarantee the cost savings to accomplish the project, there will be no money due to Honeywell. If Honeywell does find and guarantee cost savings to pay for the improvements and the City proceeds with improvements to any one of the three sites, the cost of the audit is included in the cost of the improvement. If, however, after finding cost savings to pay for the improvements the City decides that it does not wish to proceed with any of them, City will owe Honeywell a fixed fee which is to be negotiated as part of the IGA contract. Saenz, Jr., Richard E. Haynes and Vinateria Ranch Co. Ltd., respective owners of eight parcels of land described in the agreement for provisions of water and sewer capacity in the form of Living Unit Equivalency (LU Es). Discussion with possible action to reallocate $195,000.00 that was originally budgeted for the Laredo Police Department for the purchase of a SWAT Tactical Vehicle on August 14, 2017 and later redirected to fund the proposed Real Time Crime Center (RTCC) on January 24, 2018. 2018-0-105 Authorizing the issuance, sale and delivery of approximately $48,110,000.00 City of Laredo, Texas General Obligation Refunding Bonds, Series 2018; approving and authorizing a purchase contract, an escrow agreement, and a paying agent/registrar agreement; approving and authorizing all other instruments and procedures related thereto; delegating authority to the mayor and/or the city manager to select outstanding bonds to be refunded and approve all final terms of the bonds; and authorizing amendment to the city's budget to appropriate such proceeds for purposes authorized herein; and ordaining other matters relating to the subject.
INTRODUCTORY ORDINANCES 8. Authorizing the City Manager to amend the Lease Agreement approved by Ordinance No. 2009-0-220 with Rz Communications - Laredo, Inc., as Lessee, and the City of Laredo as Lessor, to assign Lease Agreement to MPL Wireless Solutions, LLC dba Rz Communications Laredo, as Assignee for Building No. 146 consisting of approximately 5,632 square feet and situated on approximately 2 1,217 square feet of land located at 4601 Maher Avenue at the Laredo International Airport. Assigned lease will expire November 30, 2019 at $1,128.29 per month as amended by CPI. All other terms and conditions remain the same in effect; providing for an effective date. 9. Amending Chapter 19, motor vehicles and traffic, Article VIII, stopping, standing or parking, of the Code of Ordinances, City of Laredo, specifically adding Subsection 19-364 (25) which establishes a section of the east side of Main St., from Matamoros to Zaragoza St. as a "No Parking /Tow-Away" zone, providing for severability, effective date and publication.

The Budget Department has received the Government Finance Officer's Association Distinguished Budget Award for FY2018 for the twenty-seventh consecutive year. This award reflects the significant achievement by the entity's and it reflects the commitment of the governing body and staff meeting the highest principals of governmental budgeting. In order to receive the budgeting award the entity has to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designated to assess how well an entities budget serves as a policy document, a financial plan, an operations guide and a communication device.
