Public Hearing and Introductory Ordinance amending Chapter 19 (Motor vehicles and traffic), Article XII (Transit system), Divisions 2 and 5, Sections 19-562(c) and 19-601.12, of the Code of Ordinances to repeal the fixed transit service rate increase for persons 62 or over or with disabilities with El Metro/ADA paratransit identification card during off peak hours to $0.75, approved on August 21, 2017, which would have become effective October 23, 2018; provide for a $0.50 half fare rate for Medicare recipients during off peak hours; and decrease paratransit fares for El Lift Plus and El Lift Premium; providing this ordinance shall be cumulative; providing for severability; and providing an effective date of October 23, 2018. The proposed fare reduction will result in a decrease of revenue of approximately $125,000.00 for the fiscal year.

An Ordinance of the City of Laredo, Texas, amending Chapter 6 "Animals and fowl," of the Code of Ordinances, by amending Article I "In general", Section 6-1 "Definitions" to add definitions for "Community cat," "Community cat caregiver," "Eartipping," and "Trap-neuter-return;" providing that a community cat caregiver is not considered the owner, harborer, controller, custodian, keeper or responsible person of a community cat for purposes of this chapter; directing the animal care services department director to develop and administer a trap-neuter-return program designed to reduce the number of feral cats which are euthanized, to establish standards for the management of feral cats, and to provide for the minimization and abatement of nuisances caused by feral cats; exempting community cat caregivers from certain requirements of this chapter; exempting impounded, eartipped community cats from the 72 hour minimum hold; providing that community cat caregivers may reclaim impounded community cats if eartipped or for trap-neuter-return without proof of ownership; providing for cat colony permits and registration; providing that this ordinance shall be cumulative; providing a severability clause; providing for publication; and providing an effective date.

32. 2018-R-140 Authorizing the City Manager to enter into an agreement and accept reimbursement from the U.S. Customs and Border Protection/U.S. Border Patrol FY 2019 Treasury Forfeiture Fund up to $150,000.00 for joint operations overtime expenses. The City of Laredo required match will be $48,000.00 for a total amount of $198,000.00. Funding is available in the Special Police Fund. II. RESOLUTIONS 1. 2018-R-150 Resolution directing publication of notice of intention to issue City of Laredo, Texas Combination Tax and Revenue Certificates of Obligation, in one or more series, in the maximum principal amount of $16,250,000.00, for the purpose of: (1) planning, constructing, improving and repairing city streets and sidewalks, together with right-of-ways acquisition, and drainage, traffic and street signalization, street lighting, landscaping, railroad crossing and lighting improvements; (2) planning, acquiring and installing citywide LED street lighting; (3) acquiring, constructing and improving municipal parks and recreational facilities; (4) acquiring municipal equipment and municipal vehicles for various city departments, to wit: City Administration, Health & Welfare Department, Engineering Department, Parks and Leisure Department, Public Safety Departments, Public Works Department; Transit Department; Municipal Court Department; Traffic Department; and Animal Care Services Department; and (5) paying legal, fiscal, and engineering fees in connection with such projects. 2. 2018-R-151 Accepting a 1.859 Acre tract as a permanent public road, also known as Alta Mira Drive a north bound artery off of International Boulevard between IH 35 and Martinque. Being legally described as 1.859 acres, more or less, out of a 25.234 Acre Tract out of Leonardo Sanchez Porcion 23, Abstract No. 283, Webb County, Texas; as described by the Metes and Bounds in the attached Exhibit "A". 3. 2018-R-152 Authorizing the City Manager to execute Advanced Funding Agreement (AFA) No. CSJ-0922-33-163 with the Texas Department of Transportation in the amount of $923,953.00 including an estimated local participation in the amount of $99,674.00 including overruns for the city improvement of traffic signals project; and repealing Resolution No. 2018-R-122. Funding is available in General Fund – improvements other than building.
41. Consideration for approval to award a construction contract to the lowest bidder, Reim Construction, Inc., Mission, Texas, in the amount of $8,885,688.75 (which includes the base bid and alternate no. 1) for the Laredo International Airport Cargo Apron Phase 11 Reconstruction with a construction contract time of three hundred (300) calendar days; and authorizing the City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents. Completion date for the project is scheduled for November 2019. Funding is available in the Airport Construction Fund FAA Grant #85 and #87, 90% federal funds with 10% local match. 42. Consideration to award a contract to sole source provider, TransCore L.P., for the purchase of 10,000 Automatic Vehicle Identification (AVI) sticker tags in the amount of $125,000.00. These AVI sticker tags are TransCore's Amtech Technology eGo® Plus Windshield sticker tags; have a protocol of 915Mhz radio frequency; are programmable beam powered; are windshield dash mounted tags and used for the Laredo Bridge System Electronic Toll Collection System. Funding is available in the Bridge System Fund. 43. Authorizing the City Manager to execute twenty-two (22) individual contracts with the following Third Party Funding recipients totaling $304,814.00 for FY 2018-2019. Funding is available in the General Fund. 44. Authorizing the City Manager to execute thirteen (13) individual contracts with the following Hotel-Motel Tax Fund recipients totaling $552,000.00 for FY 2018-2019. 45. Authorizing the City Manager to execute a one (1) year contract with Laredo Main Street in the amount of $50,000.00 for continued coordination and participation in the Texas Main Street program. This funding will allow Laredo Main Street to further its mission which is to preserve and enhance the historic character of downtown Laredo and to assist in the commercial revitalization of downtown Laredo. Funding is available in the Hotel-Motel Occupancy Tax Fund. 46. Authorizing the City Manager to execute a contract with Ruthe B. Cowl Rehabilitation Center in the amount of $100,000.00 annually for three (3) years for a total of $300,000.00. This will help the organization to program and leverage those funds into greater services to the public for physical therapy services. Funding is available in General Fund. 47. Authorizing the City Manager to execute a contract with the Greater Laredo Development Foundation doing business as Laredo Economic Development Corporation (LEDC) in the amount of $560,000.00 annually for the next three (3) years for continued coordination for economic development activities for the City of Laredo. This funding will allow LEDC to plan for future projects and economic development activities. This funding is available in the General Fund ($460,000.00) & Bridge Fund ($100,000.00) for FY 2018-2019. 49. Consideration for approval to award a professional services contract to LNV, Inc., Laredo, Texas and authorizing the City Manager to negotiate the terms of the contract in an amount not to exceed $27,000.00 for design and preparation of plans and specifications for an Art Sculpture to be designed and built by the Martin High School welding class and to be located at the corner of South Zapata Hwy. and South Meadow (TxDot Right-of-Way). Design work is to be performed on a fast track basis. Funding is available in the 2018 CO Bond for District III Priority Funds subject to approval of Memorandum of Understanding with TXDOT and approval of a Reimbursement Resolution. 50. Authorizing the City Manager to negotiate and execute a Right of Entry Agreement with U.S. Customs and Border Protection to perform surveys and site assessments on City of Laredo property adjacent to the Rio Grande and Las Palmas and the Santa Rita Park area for the possible construction of an all-weather road. 51. Motion to ratify the Agreement between the City of Laredo and Laredo Baseball Select for the 2018 Latin American Baseball tournament co-sponsored by the City of Laredo and allowing for use of Slaughter Fields, Taylor Park, Anna Park and UniTrade Stadium at no cost on October 6 and 7, 2018. 52. Consideration to authorize the purchase of thirteen (13) police units from Lake Country Chevrolet, Jasper, Texas in the amount of $271,347.00. The purchase of these vehicles shall be made utilizing the Goodbuy Contract Pricing Program. The units will replace unmarked units that have been sidelined due to end of service life. Funding is available in the 2017 Certificate of Obligation Issue. 53. Consideration to authorize the purchase of twelve (12) police units from Silsbee Ford, Silsbee.TX in the amount of $241,716.00. The purchase of these vehicles shall be made utilizing the Goodbuy Contract Pricing Program. The units will replace unmarked units that have reached the end of their service life. Funding is available in the 2017 Certificate of Obligation Issue. 54. Consideration to award contract to LMC Corporation, San Antonio, Texas in the total amount of $120,400.00 for the HVAC system renovation upgrades to the Canseco House, located at 1415 Chihuahua. Contract improvements include: HVAC system for the first and second floors of the house. The purchase of these services shall be made utilizing the BuyBoard Cooperative Purchasing Program, Buy Board Contract No 520-16. Funding is available in the Canseco House Improvements - 2016 CO Bond and 2017 CO Bond District III Priority Funds. 55. Consideration to renew contract FY18-004 for the purchase of asphalt pot hole patch materials with Metropolitan Compounds, Pembroke Pines, Florida, in an amount up to $100,000.00. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. There was no price increase during the last extension period. This is the first of two extension periods. All the asphalt material will be secured on an as needed basis. Funding is available in the Water Works Fund. 56. Consideration to amend contract FY18-009 by 25% for the purchase of trash containers and accessories with Shaefer International Inc., Charlotte, North Carolina, in an additional amount up to $70,000.00 due to an increase in usage. The term of this contact shall expire on 12/4/18; new contract total amount will be $350,000.00. The Solid Waste Services Department is recommending that this contract go out for bids in January 2019. All the trash containers and accessories will be secured on an as needed basis. Funding is available in the Solid Waste Services Department Fund. 57. Consideration to award contract FY18-032 to the sole bidder Gutierrez Machine and Welding Shop, Laredo, Texas in an amount of up to $100,000.00 for providing welding repair and fabrication services for the Solid Waste Services Department. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution; contract may be extended for one, additional one (1) year period upon mutual agreement. Square E Engineering will do the actual repairs using the existing Information & Electrical Controls Maintenance contract (FY13-068) labor rates. Authorizing the City Manager to award a professional engineering contract to Garver USA from Harlingen, Texas in the amount of $105,443.00. This contract will provide design and construction phase services for improvements at the existing Sierra Vista Booster Station facility to achieve full build-out pumping capacity and redundancy. In addition engineering services are necessary for evaluation of existing El Pico Water Treatment Plant Intermediate Pump Station for the purpose of pump and motor selection bid package. 72. Motion to waive bus fare collection to and from the 30th HEB Annual "Feast of Sharing" Thanksgiving Dinner on Saturday, November 03, 2018. Consideration for approval to award a construction contract to the lowest bidder, Reim Construction, Inc., Mission, Texas, in the amount of $8,885,688.75 (which includes the base bid and alternate no. 1) for the Laredo International Airport Cargo Apron Phase 11 Reconstruction with a construction contract time of three hundred (300) calendar days; and authorizing the City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents. Completion date for the project is scheduled for November 2019. Funding is available in the Airport Construction Fund FAA Grant #85 and #87, 90% federal funds with 10% local match. 42. Consideration to award a contract to sole source provider, TransCore L.P., for the purchase of 10,000 Automatic Vehicle Identification (AVI) sticker tags in the amount of $125,000.00. These AVI sticker tags are TransCore's Amtech Technology eGo® Plus Windshield sticker tags; have a protocol of 915Mhz radio frequency; are programmable beam powered; are windshield dash mounted tags and used for the Laredo Bridge System Electronic Toll Collection System. Funding is available in the Bridge System Fund. 43. Authorizing the City Manager to execute twenty-two (22) individual contracts with the following Third Party Funding recipients totaling $304,814.00 for FY 2018-2019. Funding is available in the General Fund. 44. Authorizing the City Manager to execute thirteen (13) individual contracts with the following Hotel-Motel Tax Fund recipients totaling $552,000.00 for FY 2018-2019. 45. Authorizing the City Manager to execute a one (1) year contract with Laredo Main Street in the amount of $50,000.00 for continued coordination and participation in the Texas Main Street program. This funding will allow Laredo Main Street to further its mission which is to preserve and enhance the historic character of downtown Laredo and to assist in the commercial revitalization of downtown Laredo. Funding is available in the Hotel-Motel Occupancy Tax Fund. 46. Authorizing the City Manager to execute a contract with Ruthe B. Cowl Rehabilitation Center in the amount of $100,000.00 annually for three (3) years for a total of $300,000.00. This will help the organization to program and leverage those funds into greater services to the public for physical therapy services. Funding is available in General Fund. 47. Authorizing the City Manager to execute a contract with the Greater Laredo Development Foundation doing business as Laredo Economic Development Corporation (LEDC) in the amount of $560,000.00 annually for the next three (3) years for continued coordination for economic development activities for the City of Laredo. This funding will allow LEDC to plan for future projects and economic development activities. This funding is available in the General Fund ($460,000.00) & Bridge Fund ($100,000.00) for FY 2018-2019. 49. Consideration for approval to award a professional services contract to LNV, Inc., Laredo, Texas and authorizing the City Manager to negotiate the terms of the contract in an amount not to exceed $27,000.00 for design and preparation of plans and specifications for an Art Sculpture to be designed and built by the Martin High School welding class and to be located at the corner of South Zapata Hwy. and South Meadow (TxDot Right-of-Way). Design work is to be performed on a fast track basis. Funding is available in the 2018 CO Bond for District III Priority Funds subject to approval of Memorandum of Understanding with TXDOT and approval of a Reimbursement Resolution. 50. Authorizing the City Manager to negotiate and execute a Right of Entry Agreement with U.S. Customs and Border Protection to perform surveys and site assessments on City of Laredo property adjacent to the Rio Grande and Las Palmas and the Santa Rita Park area for the possible construction of an all-weather road. 51. Motion to ratify the Agreement between the City of Laredo and Laredo Baseball Select for the 2018 Latin American Baseball tournament co-sponsored by the City of Laredo and allowing for use of Slaughter Fields, Taylor Park, Anna Park and UniTrade Stadium at no cost on October 6 and 7, 2018. 52. Consideration to authorize the purchase of thirteen (13) police units from Lake Country Chevrolet, Jasper, Texas in the amount of $271,347.00. The purchase of these vehicles shall be made utilizing the Goodbuy Contract Pricing Program. The units will replace unmarked units that have been sidelined due to end of service life. Funding is available in the 2017 Certificate of Obligation Issue. 53. Consideration to authorize the purchase of twelve (12) police units from Silsbee Ford, Silsbee.TX in the amount of $241,716.00. The purchase of these vehicles shall be made utilizing the Goodbuy Contract Pricing Program. The units will replace unmarked units that have reached the end of their service life. Funding is available in the 2017 Certificate of Obligation Issue. 54. Consideration to award contract to LMC Corporation, San Antonio, Texas in the total amount of $120,400.00 for the HVAC system renovation upgrades to the Canseco House, located at 1415 Chihuahua. Contract improvements include: HVAC system for the first and second floors of the house. The purchase of these services shall be made utilizing the BuyBoard Cooperative Purchasing Program, Buy Board Contract No 520-16. Funding is available in the Canseco House Improvements - 2016 CO Bond and 2017 CO Bond District III Priority Funds. 55. Consideration to renew contract FY18-004 for the purchase of asphalt pot hole patch materials with Metropolitan Compounds, Pembroke Pines, Florida, in an amount up to $100,000.00. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. There was no price increase during the last extension period. This is the first of two extension periods. All the asphalt material will be secured on an as needed basis. Funding is available in the Water Works Fund. 56. Consideration to amend contract FY18-009 by 25% for the purchase of trash containers and accessories with Shaefer International Inc., Charlotte, North Carolina, in an additional amount up to $70,000.00 due to an increase in usage. The term of this contact shall expire on 12/4/18; new contract total amount will be $350,000.00. The Solid Waste Services Department is recommending that this contract go out for bids in January 2019. All the trash containers and accessories will be secured on an as needed basis. Funding is available in the Solid Waste Services Department Fund. 57. Consideration to award contract FY18-032 to the sole bidder Gutierrez Machine and Welding Shop, Laredo, Texas in an amount of up to $100,000.00 for providing welding repair and fabrication services for the Solid Waste Services Department. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution; contract may be extended for one, additional one (1) year period upon mutual agreement. All services will be secured on an as needed basis. Funding is available in the Solid Waste Services Department Fund. 58. Approving monthly adjustments to the tax roll. The amounts to be adjusted for the month of September 2018, represent a decrease of $24,431.08. These adjustments are determined by the Webb County Appraisal District and by court orders. 59. Consideration to award a purchase contract to Graybar, San Antonio, Texas for electrical materials in the amount of $71,237.40. These materials are needed for the filter building and Intermediate Pump Station electrical grounding repairs at El Pico WTP. This contract is utilizing US COMMUNITIES purchasing cooperative purchasing program's contract pricing, CONTRACT # MAIS-1340234. Square E Engineering will do the actual repairs using the existing Information & Electrical Controls Maintenance contract (FY13-068) labor rates. Funding is available in the Water Fund Water Treatment division. 60. Authorizing the City Manager to award a professional engineering contract to Garver USA from Harlingen, Texas in the amount of $105,443.00. This contract will provide design and construction phase services for improvements at the existing Sierra Vista Booster Station facility to achieve full build-out pumping capacity and redundancy. In addition engineering services are necessary for evaluation of existing El Pico Water Treatment Plant Intermediate Pump Station for the purpose of pump and motor selection bid package. Funding is available under 2016 Water Revenue Bond. 61. Authorizing the City Manager to execute Amendment No. 2 in the amount of $100,000.00 to Porras Nance Engineering of Laredo to prepare reports for decommissioning of the Colombia Water Treatment Plant, Unitec pressure analysis and storage/pumping evaluation to TCEQ. The total contract amount including this amendment will be $1,078,635.00. Funding is available in the 2015 Water Revenue Bond.
Authorizing the City Manager to negotiate and execute contracts with U.S. and Mexico billboard, print, and electronic media vendors listed in the enclosed attachments. Media plan advertisements for the Laredo Convention & Visitors Bureau will be placed beginning January 2019. The total amount is not to exceed $1,117,800.00. Funding is available in the CVB FY 2018-2019 budget.
72. Motion to waive bus fare collection to and from the 30th HEB Annual "Feast of Sharing" Thanksgiving Dinner on Saturday, November 03, 2018. In partnership with the City of Laredo and El Metro Transportation, service will start at the Transit Center, 1301 Farragut St. to the Sames Auto Arena, 6700 Arena Boulevard and will continue all day. Funding will come from El Metro Operations Fund. H-E-B will cover 50% of the daily average passenger revenue in the amount of $4,100.00. XV.
