Revenue will be from the Fixing America's Surface Transportation (FAST) Grant in the amount of $816,000.00 and local match of $285,600.00 for shared use path within the right of way along Plum Street, connecting K Tarver Elementary and Nixon High School located in District 4, and along Mier Street & Loring Avenue connecting Lamar Middle School and St. Augustine High School located in District 3. ENGINEERING: STAFF SOURCE RAMON E. CHAVEZ, CITY ENGINEER Consideration for approval of amendment No. 1 an increase of $59,903.82 to the professional services contract with RS&H, INC., San Antonio, Texas, for the Laredo International Airport Air Cargo Apron Phase 13 Rehabilitation. This amendment is for the revised scope of work to add additional apron area into the project limits. The new apron area will include additional areas to be re-constructed as well as expansion of the existing apron. To allow for additional flexibility in design, two added alternatives will be added to the project. In addition to a larger cargo apron are to be re-constructed the project scope will also include additional demolition and installation of new Airfield Operation Area (AOA) fence, and installation of new cargo apron lighting. Current engineering contract amount with this amendment is $445,646.80. Funding is available in the Airport Construction Fund. b. Consideration to enter into a no-cost extension for Contract FY18-043 Navigators to Bethany House to help address homelessness through case management of persons and navigation of services to assure the continuum of care, provide social, housing and health services to the homeless, serving as the lead for the coordinated process for the homeless city wide services, coordinating with homeless stakeholders, and with the City of Laredo Health and Community Development Departments for the term from June 1, 2019 through May 31, 2020; contract may be renewed for one (1) additional year upon mutual agreement of the parties and subject to future appropriations. f. Consideration to amend contract FY16-007 for pharmaceutical services to patients and clients in the HIV/AIDS Programs of the City of Laredo Health Department to allow for a 25% contract amount increase. This contract is in the 3rd year of a four (4) year term and is subject to future appropriations. Contract is to be awarded to the following providers: Martinez Pharmacy, Laredo, Texas - Primary provider, for a new annual amount of $81,250.00; Re-Cept Pharmacy, Fort Worth, Texas - Secondary provider, for a new annual amount of $6,250.00. Funding is available in the State Grant HIV/Ryan White Program. 24. POLICE: STAFF SOURCE CLAUDIO TREVINO, CHIEF OF POLICE 2019-R-7 1 Authorizing the Co-Interim City Managers to submit a grant application in the amount of $67,500.00 to the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), for funding the FY 2019 Body Worn Camera (BWC) Policy and Implementation Program to Support Law Enforcement Agencies for the period of October 01, 2019 through September 30, 2021. This program furthers the Department's mission by promoting the safety of law enforcement officers and citizens through the purchase of BWC equipment. The City of Laredo is required to match $37,500. Funding will be available in the Special Police Fund. b. 2019-R-76 Authorizing the Co-Interim City Managers to accept a grant in the amount of $20,436.00 from the Texas Department of Transportation for the enforcement of Vehicle Occupant Protection during the "Click It or Ticket" Campaign. The grant period will begin May 17, 2019 through June 5, 2019. This grant is to pay overtime salaries and fringe benefits for officers to conduct intense occupant protection enforcement in order to increase occupant restraint use in all passenger vehicles and trucks. Grant is 100% funded by the Texas Department of Transportation. Budget is available in the Special Police Fund. c. Amending resolution #2019-R-09 by adding one (1) additional Memorandum of Understanding (U.S. Probation SDTX - training facilities) to the list of cooperative working agreements/mutual assistance agreements/Memorandums of understanding between the City of Laredo Police Department and various federal, state and local agencies, including but not limited to: Drug Enforcement Administration (DEA), Federal Bureau of Investigations (FBI), SCAN, et al., a comprehensive list is attached hereto as "Exhibit A". Police Department's participation is part of the community service provided to our citizens, with no cost to the City of Laredo. 26. UTILITIES: STAFF SOURCE RIAZUL MIA, UTILITIES DIRECTOR a. Consideration to reject the sole bid received for FY19-067 by Emperor Services, Laredo, Texas for the removal and disposal of dry sludge from the Jefferson Water & El Pico Water Plants for the Utilities Department. The sole bid from Emperor Services, Laredo, Dallas, Texas, was evaluated and pricing deemed over budget. The department will modify the specifications and request formal bids again. b. Consideration to award a purchase contract to Kimball Office (Division of Kimball International) through authorized dealer G & S Office Supply, Inc., Laredo, Texas in the amount of $71,637.76 for the purchase, delivery, setup and installation of office furniture at the North Laredo Wastewater Treatment Plant located at 1701 Shiloh Drive, Laredo, Texas. This purchase shall be made utilizing the National I.PA COOP Buying Agreement Contract No. P15-150-DT. Funding is available in the Utilities Sewer System Administration Fund. c. Consideration to reject the sole bid received for FY19-066 by Cactus Disposal of North Texas, Dallas, Texas for the cleaning of two interior Wastewater Treatment Plants Aeration Basins for the Utilities Department. The sole bid from Cactus Disposal of North Texas, Dallas, Texas, was evaluated and pricing deemed over budget. The department will modify the specifications and request formal bids again. d. Consideration to award contract number FY19-064 to the bidder, Rafter P. Transport, Floresville, Texas in an amount up to $700,000.00 to provide hauling and disposal services of approximately 5,500 cubic yard of wastewater bio-solids from the City of Laredo South Wastewater Treatment Plant to San Antonio which is an approved State of Texas TCEQ registered solids disposal facility. The frequency and number of loads vary depending on the City's need. The bid price is based on a $1,805.00 and $1,485.00 per cubic yard rate. All services will be purchased on an as needed basis. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. Funding is available in the Utilities Department - Wastewater Treatment Division budget. e. Consideration to award annual service/supply contract FY19-065 to the sole bidder Square E. Services, LLC, Los Fresnos, Texas in an amount up to $750,000.00 to provide services in the maintenance of all the wastewater's treatment plants SCADA monitoring and electrical controls under preventative maintenance and emergency response objectives. Pricing is based on a flat hourly rate for management, technician, system integrator, journeyman electrician, and a professional engineer. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This contract may be extended for three (3), additional one (1) year periods upon mutual agreement. Funding is available in the Utilities Department Fund. f. Authorizing the Co-Interim City Managers to approve change order No. 2 totaling $131,471.46 and additional contract time of 45 calendar days to Summit Building & Design, Laredo, Texas for the Utilities Department Administration Building Expansion Project. This change order is required to fix leaking roof, replace existing stained and broken ceiling and floor tiles that pose a safety hazard, painting of stained walls, etc., the new contract amount is $1,271,236.70. Funding is available in the 2017 Sewer Revenue Bond. g. Authorizing the Co-Interim City Managers to approve Amendment No. 5 to the professional engineering services contract in the amount of $23,500.00 to LNV, INC., Laredo to revise CMU wall design drawings and Hydraulic analysis for the San Isidro water track, after site conditions variations. With this amendment, the total new contract amount is $551, 257.00. Funding is available in the 2013 Water Revenue Bond.
PUBLIC WORKS: STAFF SOURCE JOHN ORFILA, PUBLIC WORKS DIRECTOR a. Consideration to award supply contract FY19-070 for the purchase of Public Works materials for various departments to the lowest responsive bidder in the annual amount up to $300,000.00. (to be announced at City Council meeting). This contract is for the purchase of asphalt cold laid used for street paving projects and other related material. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. The contract may be extended for three (3), additional one (1) year periods. Revenue will be from the Fixing America's Surface Transportation (FAST) Grant in the amount of $816,000.00 and local match of $285,600.00 for shared use path within the right of way along Plum Street, connecting K Tarver Elementary and Nixon High School located in District 4, and along Mier Street & Loring Avenue connecting Lamar Middle School and St. Augustine High School located in District 3. Acknowledging the availability of fund to pay all up-front costs, since the Transportations Alternative (TA) Program is a cost reimbursement program as outlined in the MPO Transportation Alternatives Program Guidance and Application Packet for 2019 authorized under the (FAST) Act. 2. HALE, CITY ATTORNEY a. 2019-R-7 9 A Resolution of the City Council of the City of Laredo, TX, urging the federal government to create an immigration court in Laredo, Texas to expedite the adjudication of immigrants seeking asylum or other legal status and provide relief to local border municipalities and non-profit service organizations by reducing the impact to local resources caused by detainees released into the community while they await their court appearance; and further making it known that the City of Laredo can readily make available the former federal courthouse which it owns and maintains for the establishment of such a court. 19. ENGINEERING: STAFF SOURCE RAMON E. CHAVEZ, CITY ENGINEER Consideration for approval of amendment No. 1 an increase of $59,903.82 to the professional services contract with RS&H, INC., San Antonio, Texas, for the Laredo International Airport Air Cargo Apron Phase 13 Rehabilitation. This amendment is for the revised scope of work to add additional apron area into the project limits. The new apron area will include additional areas to be re-constructed as well as expansion of the existing apron. To allow for additional flexibility in design, two added alternatives will be added to the project. In addition to a larger cargo apron are to be re-constructed the project scope will also include additional demolition and installation of new Airfield Operation Area (AOA) fence, and installation of new cargo apron lighting. Current engineering contract amount with this amendment is $445,646.80. Funding is available in the Airport Construction Fund. b. Consideration for approval of the North Central Park John Valls Basketball Metal Shade- District VI as complete, release of retainage and approval of final payment in the amount of $16,000.00 to ALC Construction Co., Inc., Laredo, Texas. Final construction contract amount is $160,000.00. Funding is available in the North Central Park- Project #D61901. 20. ENVIRONMENTAL : STAFF SOURCE JOHN PORTER, ENVIRONMENTAL DIRECTOR a. 2019-R-9 0 Authorizing the acceptance of a conservation easement as part of a United States Army Corps of Engineers (USAGE), Section 404 permit (SWF-2015- 00209) of the developer (Laredo Four Winds, LTD) of Wright Ranch Subdivision of the following tracts and authorizing the Co-Interim City Managers to execute conservation easement agreement documents that set forth the terms of the conservation easement dedication, said tracts are described as follows: Four (4) tracts of land containing 7.1781 acres of land, more or less, situated in porcion 34, abstract 762, Jose Antonio Diaz, original Grantee, same being out of tract of land as part of 4V Holdings, LTD. as recorded in volume 3702, pages 643-646, Webb County official public records. 21. FIRE: STAFF SOURCE STEVE LANDIN, FIRE CHIEF a. Consideration to renew contract FY17-039 to lowest bidder Southern Tire Mart, Columbia, MS in an amount not to exceed $100,000.00 per year, for providing tire replacement and tire repair services for the Fire Department. This contract establishes regular and after hour service call rates for tire repair and replacement services along with the purchase of new tires. Consideration to enter into a no-cost extension for Contract FY18-043 Navigators to Bethany House to help address homelessness through case management of persons and navigation of services to assure the continuum of care, provide social, housing and health services to the homeless, serving as the lead for the coordinated process for the homeless city wide services, coordinating with homeless stakeholders, and with the City of Laredo Health and Community Development Departments for the term from June 1, 2019 through May 31, 2020; contract may be renewed for one (1) additional year upon mutual agreement of the parties and subject to future appropriations. f. Consideration to amend contract FY16-007 for pharmaceutical services to patients and clients in the HIV/AIDS Programs of the City of Laredo Health Department to allow for a 25% contract amount increase. This contract is in the 3rd year of a four (4) year term and is subject to future appropriations. Contract is to be awarded to the following providers: Martinez Pharmacy, Laredo, Texas - Primary provider, for a new annual amount of $81,250.00; Re-Cept Pharmacy, Fort Worth, Texas - Secondary provider, for a new annual amount of $6,250.00. Funding is available in the State Grant HIV/Ryan White Program. 24. POLICE: STAFF SOURCE CLAUDIO TREVINO, CHIEF OF POLICE 2019-R-7 1 Authorizing the Co-Interim City Managers to submit a grant application in the amount of $67,500.00 to the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), for funding the FY 2019 Body Worn Camera (BWC) Policy and Implementation Program to Support Law Enforcement Agencies for the period of October 01, 2019 through September 30, 2021. This program furthers the Department's mission by promoting the safety of law enforcement officers and citizens through the purchase of BWC equipment. The City of Laredo is required to match $37,500. Funding will be available in the Special Police Fund. b. 2019-R-76 Authorizing the Co-Interim City Managers to accept a grant in the amount of $20,436.00 from the Texas Department of Transportation for the enforcement of Vehicle Occupant Protection during the "Click It or Ticket" Campaign. The grant period will begin May 17, 2019 through June 5, 2019. This grant is to pay overtime salaries and fringe benefits for officers to conduct intense occupant protection enforcement in order to increase occupant restraint use in all passenger vehicles and trucks. Grant is 100% funded by the Texas Department of Transportation. Budget is available in the Special Police Fund. c. Amending resolution #2019-R-09 by adding one (1) additional Memorandum of Understanding (U.S. Probation SDTX - training facilities) to the list of cooperative working agreements/mutual assistance agreements/Memorandums of understanding between the City of Laredo Police Department and various federal, state and local agencies, including but not limited to: Drug Enforcement Administration (DEA), Federal Bureau of Investigations (FBI), SCAN, et al., a comprehensive list is attached hereto as "Exhibit A". Police Department's participation is part of the community service provided to our citizens, with no cost to the City of Laredo. 26. UTILITIES: STAFF SOURCE RIAZUL MIA, UTILITIES DIRECTOR a. Consideration to reject the sole bid received for FY19-067 by Emperor Services, Laredo, Texas for the removal and disposal of dry sludge from the Jefferson Water & El Pico Water Plants for the Utilities Department. The sole bid from Emperor Services, Laredo, Dallas, Texas, was evaluated and pricing deemed over budget. The department will modify the specifications and request formal bids again. b. Consideration to award a purchase contract to Kimball Office (Division of Kimball International) through authorized dealer G & S Office Supply, Inc., Laredo, Texas in the amount of $71,637.76 for the purchase, delivery, setup and installation of office furniture at the North Laredo Wastewater Treatment Plant located at 1701 Shiloh Drive, Laredo, Texas. This purchase shall be made utilizing the National I.PA COOP Buying Agreement Contract No. P15-150-DT. Funding is available in the Utilities Sewer System Administration Fund. c. Consideration to reject the sole bid received for FY19-066 by Cactus Disposal of North Texas, Dallas, Texas for the cleaning of two interior Wastewater Treatment Plants Aeration Basins for the Utilities Department. The sole bid from Cactus Disposal of North Texas, Dallas, Texas, was evaluated and pricing deemed over budget. The department will modify the specifications and request formal bids again. d. Consideration to award contract number FY19-064 to the bidder, Rafter P. Transport, Floresville, Texas in an amount up to $700,000.00 to provide hauling and disposal services of approximately 5,500 cubic yard of wastewater bio-solids from the City of Laredo South Wastewater Treatment Plant to San Antonio which is an approved State of Texas TCEQ registered solids disposal facility. The frequency and number of loads vary depending on the City's need. The bid price is based on a $1,805.00 and $1,485.00 per cubic yard rate. All services will be purchased on an as needed basis. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. Funding is available in the Utilities Department - Wastewater Treatment Division budget. e. Consideration to award annual service/supply contract FY19-065 to the sole bidder Square E. Services, LLC, Los Fresnos, Texas in an amount up to $750,000.00 to provide services in the maintenance of all the wastewater's treatment plants SCADA monitoring and electrical controls under preventative maintenance and emergency response objectives. Pricing is based on a flat hourly rate for management, technician, system integrator, journeyman electrician, and a professional engineer. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. This contract may be extended for three (3), additional one (1) year periods upon mutual agreement. Funding is available in the Utilities Department Fund. f. Authorizing the Co-Interim City Managers to approve change order No. 2 totaling $131,471.46 and additional contract time of 45 calendar days to Summit Building & Design, Laredo, Texas for the Utilities Department Administration Building Expansion Project. This change order is required to fix leaking roof, replace existing stained and broken ceiling and floor tiles that pose a safety hazard, painting of stained walls, etc., the new contract amount is $1,271,236.70. Funding is available in the 2017 Sewer Revenue Bond. g. Authorizing the Co-Interim City Managers to approve Amendment No. 5 to the professional engineering services contract in the amount of $23,500.00 to LNV, INC., Laredo to revise CMU wall design drawings and Hydraulic analysis for the San Isidro water track, after site conditions variations. With this amendment, the total new contract amount is $551, 257.00. Funding is available in the 2013 Water Revenue Bond.
PUBLIC WORKS: STAFF SOURCE JOHN ORFILA, PUBLIC WORKS DIRECTOR a. Consideration to award supply contract FY19-070 for the purchase of Public Works materials for various departments to the lowest responsive bidder in the annual amount up to $300,000.00. (to be announced at City Council meeting). This contract is for the purchase of asphalt cold laid used for street paving projects and other related material. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. The contract may be extended for three (3), additional one (1) year periods. Funding is available in the Public Works budget.

Request by Council Member George Altgelt Discussion with possible action to amend the City's Zoning Ordinance to limit hazardous materials from being stored within certain distance from residential development and schools and to require said businesses and/or all other warehouses to maintain dust control measures.
