BUILDING: STAFF SOURCE ARTURO GARCIA, ACTING BUILDING DIRECTOR 17. 2019-R-175 Authorizing and approving a fee waiver and a Tax Abatement Agreement between the City of Laredo and Ruben Perez for a proposed project located at 1615 Monterrey Ave, south 1/2 of lot 1; block 235; eastern division that consists of 3 bedroom house, in accordance with authorized guidelines and criteria established for the Neighborhood Empowerment Zone (NEZ). This agreement will be for a five (5) year period and will abate taxes on new improvements for the purpose of economic development. The project has an estimated capital investment total of $19,070.00, estimated annual tax abatement total of $120.90 and estimated total fee waivers of $404.00. Guidelines and criteria for the agreement are set forth in the attached agreement and information. CITY MANAGER’S: STAFF SOURCE CO-INTERIM CITY MANAGERS 18. 2019-R-177 Supporting and participating in the South Texas Development Council; and authorizing payment of $36,255.84 for the city's membership assessment for the period covering October 1, 2019 to September 30, 2020. COMMUNITY DEVELOPMENT: STAFF SOURCE TINA MARTINEZ, ACTING COMMUNITY DEVELOPMENT DIRECTOR 19. Approving the selection by the Third Party Funding Advisory Committee of the FY2019 Federal Transit Administration (FTA) Section 5310 applications for the Laredo Urbanized Area Enhanced Mobility of Seniors and Individuals with Disabilities Funding Program and authorizing the Co-Interim City Managers to execute and submit to the Federal Transit Administration all necessary documents resulting from said Funding Program. The FY 2019 Call for Projects received three (3) completed applications. The Third Party Funding Advisory Committee recommends for the Laredo Mass Transit Board to approve the Committee's selection of Ruthe B. Cowl in the amount of $58,165.50 and the Laredo Transit Management Inc. (El Metro) in the amount of $218,505.00 which both were approved by the Mass Transit Board on August 19, 2019. The third agency was the South Texas Development Council. The Mass Transit Board requested for the Third Party Funding Advisory Committee to meet once more and evaluate STDC's application. The Third Party Funding Advisory Committee met once more, reviewed and re-evaluated the award and voted on standing by their original recommendation to award $58,165.50 to the South Texas Development Council. Authorizing the Co- Interim City Managers and Staff to proceed with contract documentation. ENGINEERING: STAFF SOURCE RAMON E. CHAVEZ, CITY ENGINEER 20. Consideration for approval of amendment no. 3, an increase of $204,838.97 to the professional services contract with RS&H, Inc., San Antonio, Texas, for the Laredo International Airport Air Cargo Apron Phase 13 Rehabilitation. This amendment no. 3 is for design and construction phase services to increase the scope of work due to additional FAA discretionary funding. Current engineering contract amount with this amendment is $1,028,803.89. Funding is available in the Airport Construction Fund. 21. Consideration for approval of award of construction contract to the lowest bidder Romo Contractors, LLC., Laredo, Texas, in the amount of $215,000.00 (Base Bid and Alternate No. 4) for the Kennel Winterization Project with a construction contract time of sixty (60) working days; and authorizing the City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents. Completion date for the project is scheduled for January 2020. Funding is available in the 2015 CO and Capital Improvements Fund. FINANCE: STAFF SOURCE JOSE F. CASTILLO, ACTING FINANCE DIRECTOR 22. Consideration to renew annual supply contract FY16-075 to the following vendors: 1. Patria Office Supply, Laredo, Texas; (Primary Vendor) 2. Laredo Janitorial Solutions, Laredo, Texas; (Secondary Vendor) 3. Texchem Corporation, Laredo, Texas; (Secondary Vendor) 4. Executive Office Supply, Laredo, Texas; (Secondary Vendor) 5. Gulf Coast Paper, Corpus Christi, Texas; (Secondary Vendor) for providing general janitorial supplies to all City departments. This contract establishes discount percentage pricing for those janitorial supplies most commonly utilized by City departments. Approximately, $250,000.00 is spent annually on janitorial supplies by all City departments. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. There was no price increase during the last extension period. This is the third and final extension period. All items will be purchased on an as needed basis and funding will be secured from the respective departmental budgets. FIRE: STAFF SOURCE STEVE LANDIN, FIRE CHIEF 23. Consideration to award contract FY20-003 to the following vendors: Napa Auto Parts, Laredo, TX, as Primary Vendor; Gonzalez Auto Parts, Laredo, TX and Advanced Auto Parts, Laredo, TX, as Secondary Vendors. This contract is for the purchase of automotive parts for the Fire Department units. The annual amount of this contract is approximately $150,000.00 and the term of this contract is for two (2) years, subject to future appropriations. Contract can be renewed one additional two (2) year period, upon mutual agreement and contingent upon availability of funds. Funding for this contract is available in the Fire Department's General Fund. FLEET MANAGEMENT: STAFF SOURCE RONALD MILLER, FLEET DIRECTOR 24. Consideration to renew annual contract FY17-003 for the repair and replacement of hydraulic cylinders for the City’s heavy equipment fleet with Laredo Mechanical, Laredo, Texas, in an amount up to $81,250.00. These hydraulic cylinders are found on many of the heavy equipment such as backhoes and loaders and on refuse trucks. ROCA Equipment has decided not to renew their portion of the contract. All repair services will be secured on an as needed basis. There was no price increase during the last extension period. This is the third and final extension period. Funding is available in the Fleet Maintenance budget. 25. Consideration to renew the existing annual service contract FY19-003 for the purchase of Original Equipment Manufacturer (OEM) parts/service for the City’s Caterpillar heavy equipment currently awarded to Holt CAT, Laredo, Texas, in an amount up to $425,000.00. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. The vendor is requesting a price change during this extension period due to an industry increase cost on parts and labor on specialized equipment. This is the first of three extension periods. All parts will be secured on an as needed basis. Funding is available in the Fleet Maintenance Budget. 26. Consideration to renew contract FY16-074 with Arguindegui Oil, Laredo, Texas, in an amount not to exceed $5,000,000.00 for the purchase of unleaded and diesel fuel for the City’s automotive fleet. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. The OPIS markup will remain the same during this extension period . This is the third and final extension period. Funding is available in the Fleet Management Fund. HEALTH: STAFF SOURCE DR. HECTOR GONZALEZ, HEALTH DIRECTOR 27. 2019-R-173 Ratifying the execution of a contract from the Texas Department of State Health Services (DSHS) in the amount of $220,000.00 for the continuation of the City of Laredo Health Department's HIV Prevention Program to continue to provide preventive interventions, testing, educational, and outreach services for the term period from January 1, 2020 through December 31, 2020. 28. 2019-R-174 Authorizing the Co-Interim City Managers to accept and enter into a continuation contract with the Texas Department of State Health Services (DSHS) in the amount of $178,721.00, with a cash match of $22,506.00, for the City of Laredo Health Department (CLHD) Tuberculosis Prevention & Control/Federal Program to continue Tuberculosis prevention, clinical care and treatment and surveillance for early detection for the term of January 1, 2020 through December 31, 2020. POLICE: STAFF SOURCE CLAUDIO TREVINO, CHIEF OF POLICE 29. Consideration to authorize a purchase contract with the sole source provider, Lexipol, LLC., in the amount of $50,781.00 for the law enforcement policy manual update support services subscription. Funding is available in the Police Trust Fund. TAX: STAFF SOURCE DORA MALDONADO, TAX ASSESSOR COLLECTOR 30. Approving the monthly adjustments to the tax roll. The amounts adjusted for the month of October 2019 represent a decrease of $142,802.62. These adjustments are determined by the Webb County Appraisal District and by court orders. UTILITIES: STAFF SOURCE RIAZUL MIA, UTILITIES DIRECTOR 32. Consideration to ratify the emergency purchase order #316906 issued to BARCO Pump Company, Pleasanton, Texas by change order amount of $160,000.00 for invoices pending for the months of September and October 2019. An additional change order of $200,000.00 will be needed for the months of November and December 2019 which will increase the new total contract amount to $480,000.00. The rental time extension is for the following: four (4) 12 inch submersible 140 HP pumps, four (4) 10 inch by 8 inch diesel trailer centrifugal pumps, associated HDPE suction pipe, discharge hose, manifold, and fittings for the raw water pump station at El Pico Water Treatment Plant. There is currently only 1 of 3 raw pumps that is operating and therefore it is critical that the rental equipment be on site till mid December 2019 to avoid any disruption of water treatment capacity. Raw Pump #2 is expected to be repaired, re-installed, and functional by mid December 2019. Funding available in the Water Works Operations Fund. 33. Authorizing the Co-Interim City Managers to sign an industrial purpose agreement with FM 1472 Investments, Inc. for the property legally described as " a 64.2388 acre parcel of land, being out of a 225.5366 acre tract, recorded in volume 4601, pages 118-122, official public records of Webb County, Texas and a 100.00 acre tract, recorded in volume 4468, pages 563-571, official public records of Webb County, Texas, situated in Porcion 12, abstract 278, original Grantee S. Sanches and Porcion 13, abstract 51, original Grantee J.M. Garcia, Webb County, Texas, located southwest of the intersection of Las Tiendas Road and Mines Road, within Pinnacle Industry Center Subdivision as shown in the Masterplanned Subdivision of record with the City of Laredo Planning and Zoning Commission" to provide water & sewer service under City of Laredo, Code of Ordinances, Chapter 31, Article 1, Section 33-3(B)7, and also charging all applicable fees associated with the section of the ordinance.
2019-R-176 Authorizing the City Manager to sign and file a necessary application with the Texas Commission on Environmental Quality on behalf of the City requesting that Water Rights owned by the City be severed from Certificate of Adjudication No. 23-601, as amended and combined with Certificate of Adjudication 23-3997, as amended, of the City and that the point of diversion, purpose and place of use of said water rights be changed as required by the City.

BUILDING: STAFF SOURCE ARTURO GARCIA, ACTING BUILDING DIRECTOR 17. 2019-R-175 Authorizing and approving a fee waiver and a Tax Abatement Agreement between the City of Laredo and Ruben Perez for a proposed project located at 1615 Monterrey Ave, south 1/2 of lot 1; block 235; eastern division that consists of 3 bedroom house, in accordance with authorized guidelines and criteria established for the Neighborhood Empowerment Zone (NEZ). This agreement will be for a five (5) year period and will abate taxes on new improvements for the purpose of economic development. The project has an estimated capital investment total of $19,070.00, estimated annual tax abatement total of $120.90 and estimated total fee waivers of $404.00. Guidelines and criteria for the agreement are set forth in the attached agreement and information. CITY MANAGER’S: STAFF SOURCE CO-INTERIM CITY MANAGERS 18. 2019-R-177 Supporting and participating in the South Texas Development Council; and authorizing payment of $36,255.84 for the city's membership assessment for the period covering October 1, 2019 to September 30, 2020. COMMUNITY DEVELOPMENT: STAFF SOURCE TINA MARTINEZ, ACTING COMMUNITY DEVELOPMENT DIRECTOR 19. Approving the selection by the Third Party Funding Advisory Committee of the FY2019 Federal Transit Administration (FTA) Section 5310 applications for the Laredo Urbanized Area Enhanced Mobility of Seniors and Individuals with Disabilities Funding Program and authorizing the Co-Interim City Managers to execute and submit to the Federal Transit Administration all necessary documents resulting from said Funding Program. The FY 2019 Call for Projects received three (3) completed applications. The Third Party Funding Advisory Committee recommends for the Laredo Mass Transit Board to approve the Committee's selection of Ruthe B. Cowl in the amount of $58,165.50 and the Laredo Transit Management Inc. (El Metro) in the amount of $218,505.00 which both were approved by the Mass Transit Board on August 19, 2019. The third agency was the South Texas Development Council. The Mass Transit Board requested for the Third Party Funding Advisory Committee to meet once more and evaluate STDC's application. The Third Party Funding Advisory Committee met once more, reviewed and re-evaluated the award and voted on standing by their original recommendation to award $58,165.50 to the South Texas Development Council. Authorizing the Co- Interim City Managers and Staff to proceed with contract documentation. ENGINEERING: STAFF SOURCE RAMON E. CHAVEZ, CITY ENGINEER 20. Consideration for approval of amendment no. 3, an increase of $204,838.97 to the professional services contract with RS&H, Inc., San Antonio, Texas, for the Laredo International Airport Air Cargo Apron Phase 13 Rehabilitation. This amendment no. 3 is for design and construction phase services to increase the scope of work due to additional FAA discretionary funding. Current engineering contract amount with this amendment is $1,028,803.89. Funding is available in the Airport Construction Fund. 21. Consideration for approval of award of construction contract to the lowest bidder Romo Contractors, LLC., Laredo, Texas, in the amount of $215,000.00 (Base Bid and Alternate No. 4) for the Kennel Winterization Project with a construction contract time of sixty (60) working days; and authorizing the City Manager to execute all related contract documents contingent upon receipt and approval of insurance and bond documents. Completion date for the project is scheduled for January 2020. Funding is available in the 2015 CO and Capital Improvements Fund. FINANCE: STAFF SOURCE JOSE F. CASTILLO, ACTING FINANCE DIRECTOR 22. Consideration to renew annual supply contract FY16-075 to the following vendors: 1. Patria Office Supply, Laredo, Texas; (Primary Vendor) 2. Laredo Janitorial Solutions, Laredo, Texas; (Secondary Vendor) 3. Texchem Corporation, Laredo, Texas; (Secondary Vendor) 4. Executive Office Supply, Laredo, Texas; (Secondary Vendor) 5. Gulf Coast Paper, Corpus Christi, Texas; (Secondary Vendor) for providing general janitorial supplies to all City departments. This contract establishes discount percentage pricing for those janitorial supplies most commonly utilized by City departments. Approximately, $250,000.00 is spent annually on janitorial supplies by all City departments. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. There was no price increase during the last extension period. This is the third and final extension period. All items will be purchased on an as needed basis and funding will be secured from the respective departmental budgets. FIRE: STAFF SOURCE STEVE LANDIN, FIRE CHIEF 23. Consideration to award contract FY20-003 to the following vendors: Napa Auto Parts, Laredo, TX, as Primary Vendor; Gonzalez Auto Parts, Laredo, TX and Advanced Auto Parts, Laredo, TX, as Secondary Vendors. This contract is for the purchase of automotive parts for the Fire Department units. The annual amount of this contract is approximately $150,000.00 and the term of this contract is for two (2) years, subject to future appropriations. Contract can be renewed one additional two (2) year period, upon mutual agreement and contingent upon availability of funds. Funding for this contract is available in the Fire Department's General Fund. FLEET MANAGEMENT: STAFF SOURCE RONALD MILLER, FLEET DIRECTOR 24. Consideration to renew annual contract FY17-003 for the repair and replacement of hydraulic cylinders for the City’s heavy equipment fleet with Laredo Mechanical, Laredo, Texas, in an amount up to $81,250.00. These hydraulic cylinders are found on many of the heavy equipment such as backhoes and loaders and on refuse trucks. ROCA Equipment has decided not to renew their portion of the contract. All repair services will be secured on an as needed basis. There was no price increase during the last extension period. This is the third and final extension period. Funding is available in the Fleet Maintenance budget. 25. Consideration to renew the existing annual service contract FY19-003 for the purchase of Original Equipment Manufacturer (OEM) parts/service for the City’s Caterpillar heavy equipment currently awarded to Holt CAT, Laredo, Texas, in an amount up to $425,000.00. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. The vendor is requesting a price change during this extension period due to an industry increase cost on parts and labor on specialized equipment. This is the first of three extension periods. All parts will be secured on an as needed basis. Funding is available in the Fleet Maintenance Budget. 26. Consideration to renew contract FY16-074 with Arguindegui Oil, Laredo, Texas, in an amount not to exceed $5,000,000.00 for the purchase of unleaded and diesel fuel for the City’s automotive fleet. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. The OPIS markup will remain the same during this extension period . This is the third and final extension period. Funding is available in the Fleet Management Fund. HEALTH: STAFF SOURCE DR. HECTOR GONZALEZ, HEALTH DIRECTOR 27. 2019-R-173 Ratifying the execution of a contract from the Texas Department of State Health Services (DSHS) in the amount of $220,000.00 for the continuation of the City of Laredo Health Department's HIV Prevention Program to continue to provide preventive interventions, testing, educational, and outreach services for the term period from January 1, 2020 through December 31, 2020. 28. 2019-R-174 Authorizing the Co-Interim City Managers to accept and enter into a continuation contract with the Texas Department of State Health Services (DSHS) in the amount of $178,721.00, with a cash match of $22,506.00, for the City of Laredo Health Department (CLHD) Tuberculosis Prevention & Control/Federal Program to continue Tuberculosis prevention, clinical care and treatment and surveillance for early detection for the term of January 1, 2020 through December 31, 2020. POLICE: STAFF SOURCE CLAUDIO TREVINO, CHIEF OF POLICE 29. Consideration to authorize a purchase contract with the sole source provider, Lexipol, LLC., in the amount of $50,781.00 for the law enforcement policy manual update support services subscription. Funding is available in the Police Trust Fund. TAX: STAFF SOURCE DORA MALDONADO, TAX ASSESSOR COLLECTOR 30. Approving the monthly adjustments to the tax roll. The amounts adjusted for the month of October 2019 represent a decrease of $142,802.62. These adjustments are determined by the Webb County Appraisal District and by court orders. UTILITIES: STAFF SOURCE RIAZUL MIA, UTILITIES DIRECTOR 32. Consideration to ratify the emergency purchase order #316906 issued to BARCO Pump Company, Pleasanton, Texas by change order amount of $160,000.00 for invoices pending for the months of September and October 2019. An additional change order of $200,000.00 will be needed for the months of November and December 2019 which will increase the new total contract amount to $480,000.00. The rental time extension is for the following: four (4) 12 inch submersible 140 HP pumps, four (4) 10 inch by 8 inch diesel trailer centrifugal pumps, associated HDPE suction pipe, discharge hose, manifold, and fittings for the raw water pump station at El Pico Water Treatment Plant. There is currently only 1 of 3 raw pumps that is operating and therefore it is critical that the rental equipment be on site till mid December 2019 to avoid any disruption of water treatment capacity. Raw Pump #2 is expected to be repaired, re-installed, and functional by mid December 2019. Funding available in the Water Works Operations Fund. 33. Authorizing the Co-Interim City Managers to sign an industrial purpose agreement with FM 1472 Investments, Inc. for the property legally described as " a 64.2388 acre parcel of land, being out of a 225.5366 acre tract, recorded in volume 4601, pages 118-122, official public records of Webb County, Texas and a 100.00 acre tract, recorded in volume 4468, pages 563-571, official public records of Webb County, Texas, situated in Porcion 12, abstract 278, original Grantee S. Sanches and Porcion 13, abstract 51, original Grantee J.M. Garcia, Webb County, Texas, located southwest of the intersection of Las Tiendas Road and Mines Road, within Pinnacle Industry Center Subdivision as shown in the Masterplanned Subdivision of record with the City of Laredo Planning and Zoning Commission" to provide water & sewer service under City of Laredo, Code of Ordinances, Chapter 31, Article 1, Section 33-3(B)7, and also charging all applicable fees associated with the section of the ordinance.
2019-R-176 Authorizing the City Manager to sign and file a necessary application with the Texas Commission on Environmental Quality on behalf of the City requesting that Water Rights owned by the City be severed from Certificate of Adjudication No. 23-601, as amended and combined with Certificate of Adjudication 23-3997, as amended, of the City and that the point of diversion, purpose and place of use of said water rights be changed as required by the City.
