Consideration to waive late fees incurred by current amusement redemption machine license holders who fail to renew their license during the duration of the COVI D-19 Emergency Orders issued by the City of Laredo and the State of Texas, and to extend the validity of currently issued amusement redemption machine licenses by the amount of time they are unable to operate due to the COVID-19 Emergency Orders issued by the City of Laredo and the State of Texas. This late fee waiver and license extension would not apply to amusement redemption machine license holders who have been issued a citation for violating any Emergency Order issued by the City of Laredo.

This agreement specified that Hidden Heaven Venture would plat street Right of Way for 60' and construct a 31' street, with the City assisting with an additional 1 O' widening for an overall 41' back to back street. The grant performance period start date is January 20, 2020 and is for 24 months duration. The program objective is to provide funding to assist eligible entities in preventing, preparing for, and responding to the coronavirus. Funding will be utilized for computer equipment, personal protection equipment (PPE), sanitizing supplies, overtime and fringe benefits to ensure the Laredo Police Department remain efective, protected and healthy during the COVID-19 Public Health Emergency. No local match is required. Grant will be accounted for in the Special Police Fund. 31. 2020-R-060 Authorizing the City Manager to submit a grant application in the amount of $150,000.00 to the U.S. Deparment of Justice (DOJ), Ofice of Justice Programs (OJP), Bureau of Justice Assistance (BJA), for the funding of FY 2020 Gulf States Law Enforcement Technology Initiative. The grant performance period start date is October 1, 2020 and is for 24 months duration. The objective of the initiative is to provide technology and resources to the Gulf States law enforcement agencies to increase information sharing on both local and regional basis. No local match is required. Grant will be accounted for in the Special Police Fund. 32. Authorizing the City Manager to accept a grant in the amount of $872,271.00 to fund the Laredo Police Department HIDTA Task Force, The Laredo DEA HIDTA Task Force and the Rio Grande Valley Financial HIDTA Task Force. The initiatives are funded by the Executive Ofice of the President, Ofice of the National Drug Control Policy (ONDCP), and High Intensity Drug Traficking Area (HIDTA). Funding will be used to pay personnel salaries, overtime, and travel and operating expenses; fringe benefits will be reimbursed up to 30%, and any excess will be cover by the Police Trust Fund. The grant performance period is from January 1, 2020 through December 31, 2021. Funding for the Rio Grande Valley Financial Task Force will be used for payment of overtime, fringe benefits, and operating expenses from January 1, 2020 through December 31, 2021. Authorizing the City Manager to enter into a continuation lease agreement between the City of Laredo and GARCO to allow the City of Laredo to continue to operate on the property located on 1400 E. Corral Avenue in Kingsville, Texas 78363 for the City of Laredo Health Department Women, Infants and Children (WIC) nutrition, supplemental and health promotion programs. The term of the agreement shall be for $3,672.00 per month for four (4) years for a total of $176,256.00 beginning April 1, 2020 through March 31, 2024 and may be renewed for an additional two (2) years, contingent on funding availability. Funding is available through the Health Department WIC Budget.
Approval to re-appoint Victor D. Authorizing the City Manager to ratify and apply for a grant to the Federal Transit Administration FY2020 Low or No Emission Bus Program (5339(c)) for two (2) 35ft. Battery Electric Hybrid buses and a charging station in the amount of $1,589,800.00 with a local match of $176,600.00 for a project total of $1,766,400.00. This project includes fr the new innovative Low-No Emissions Buses and Charging Station that is going to replace old diesel buses that are obsolete. Local Match is available in the Transit Capital Grant Fund. 44. Authorizing the City Manager to submit a grant application to the Federal Transit Administration FY2020 Better Utilizing Investments to Leverage Development, or "BUILD Transportation Grants" in the amount of $7,000,000.00 with a local match of $1,000,000.00 from the 2019 CO Bonds proceeds for the completion of El Metro's Administration, Operations and Maintenance Facility Phase I. This is a competitive grant program that was published on February 25, 2020 under the Father Consolidated Appropriations Act of December 2019 by the Department of Transportation ("DOT") for National Infrastructure Investments. Providing for the effective date of the ordinance, authorizing the City Manager to execute a contract adopting a service plan for the annexed territory, and establishing the initial zoning of M-1 (Light Manufacturing District). 12. 2020-0-033 Authorizing the City Manager to amend lease agreement between the City of Laredo, as LESSOR, and 4-G Investments LLC, as LESSEE, approved by Ordinance No. 2011-0-030 dated March 21, 2011, as amended by Ordinance No. 2011-0-132 dated September 19, 2011, as amended by Ordinance No. 2015-0-098 dated August 3, 2015 by amending the lease premises to add approximately 5,818.95 square feet for a total of 93,679.47 square feet. The new monthly rent shall be $2,957.69 effective May 1, 2020, and will be adjusted annually according to changes of the Consumer Price Index (CPI). All other terms and conditions remain the same; providing for an effective date. 13. 2020-0-035 Amending Ordinance 2006-0-288 Subsection (k) Section 20-37 of the City of Laredo Code of Ordinance and authorizing the City Manager to execute an lnterlocal Cooperation Contract with the Texas Department of Public Safety. The amendment lowers the payment reimbursement fee from $30.00 dollars to $10.00 dollars. 14. 2020-0-037 Approving the most recently Amended COVID-19 Emergency Ordinance of the City of Laredo, Texas, which provides all of the mandated control measures deemed necessary by the City Council and Local Health Authority fr the protection of the health, safety, and general welfare of the public in accordance with Chapter 121 of the Texas Health & Safety Code, Chapter 85 of the Texas Administrative Code, and 2.11 of the City Charter.

Discussion and possible action to convert best practices in the trade industry thru an ordinance that will harden the port and mitigate impact of COVID-19 on truck drivers, dock workers, customs brokers, freight frwarders and law enfrcement; and any other matters incident thereto. 2. Discussion and possible action to Freeze all utility rate increases in the City of LAREDO pending the lifting of the emergency order and submit a letter to the PUC as it relates to suspending all future rate increases; and any other matters incident thereto. 3. Consideration to waive late fees incurred by current amusement redemption machine license holders who fail to renew their license during the duration of the COVI D-19 Emergency Orders issued by the City of Laredo and the State of Texas, and to extend the validity of currently issued amusement redemption machine licenses by the amount of time they are unable to operate due to the COVID-19 Emergency Orders issued by the City of Laredo and the State of Texas. This late fee waiver and license extension would not apply to amusement redemption machine license holders who have been issued a citation for violating any Emergency Order issued by the City of Laredo.

Motion to authorize the City Manager to execute an amendment to the Engagement Agreement with Lloyd Gosselink Rochelle & Townsend, P.C. legal services in relation to the City's purchase of the Ponderosa Regional Landfill by authorizing additional legal fees of $25,000.00 for a total of $75,000.00. Authorizing the City Manager to amend the 2018 Emergency Solutions Grant (ESG) contracts with Bethany House of Laredo, Inc. by increasing the total amount awarded to the agency by an additional $6,876.24 in funding and extending the contract deadline to August 30, 2020. The additional awarded fund will be utilized to cover expenses related to maintenance (including minor or routine repairs), security, fuel, equipment, insurance, utilities, food, furnishing and/or supplies necessary for the operations of the emergency shelter. Design work is to be done on a fast track basis. Funding is available in the 2019 CO Bond - Project Number SP2005. 21 . Authorizing the City Manager to execute a contract (development agreement) in an amount not to exceed $7,698.00 to the Owner/Developer, Hidden Heaven Venture, fr the additional paving work (10') to widen Plantation East to the 41' back to back street as agreed to in the Drainage Easement Dedication agreement between the City of Laredo and Hidden Heaven Venture. This agreement specified that Hidden Heaven Venture would plat street Right of Way for 60' and construct a 31' street, with the City assisting with an additional 1 O' widening for an overall 41' back to back street. Consideration to award a two (2) year contract FY20-046 fr Safety Footwear II for City of Laredo Employees, to the following vendors: • Al & Rob Sales - Laredo, TX • Cavender's Western Outfitters - Laredo, TX The amount for this contract is approximately $140,000.00 annually . These safety footwear comply with approved specifications provided by Risk Management Division. The term of this contract shall be for two (2) years, subject to future appropriations; this contract may be extended one (1) additional two (2) year period, upon mutual agreement of the parties. Funding fr this contract is available in the respective City departments' operational budget. FLEET MANAGEMENT: STAFF SOURCE RONALD MILLER, FLEET DIRECTOR 24. Consideration to renew annual supply contract FY18-046 for the purchase of automotive parts for the Fleet Department with the following vendors: 1. Gonzalez Auto Parts, Laredo, TX, for annual amount up to $200,000.00 (Primary Vendor); and 2. Fleet Pride Inc., Laredo, TX, fr an annual amount up to $25,000.00 (Secondary Vendor); and 3. O'Reily Auto Parts, Springfield, MO, for an annual amount up to $25,000.00 (Secondary Vendor). The replacement parts will be purchased on an as needed basis for all City fleet vehicles. Consideration to renew annual service contract FY19-063 with Mechanical Shop of Laredo, Laredo, Texas in an amount up to $140,000.00 for repairs to the City's lawn maintenance equipment. The term of this contract shall be for a period of one (1) year beginning as of the date of its execution. There was no price increase during the last extension period. Approval to re-appoint Victor D. Trevino, M.D., to serve as the City of Laredo Health Authority under Section 121.033 of the Texas Health and Safety Code, for the period of May 1, 2020 through April 30, 2022 and authorizing the City Manager to negotiate a contract with Dr. Trevino. POLICE: STAFF SOURCE CLAUDIO TREVINO, CHIEF OF POLICE 30. 2020-R-059 Authorizing the City Manager to submit a grant application in the amount of $213,046.00 to the U.S. Department of Justice (DOJ), Ofice of Justice Programs (OJP), Bureau of Justice Assistance (BJA), fr the purpose of funding the FY 2020 Coronavirus Emergency Supplemental Funding (CESF) Program. The grant performance period start date is January 20, 2020 and is for 24 months duration. The program objective is to provide funding to assist eligible entities in preventing, preparing for, and responding to the coronavirus. Funding will be utilized for computer equipment, personal protection equipment (PPE), sanitizing supplies, overtime and fringe benefits to ensure the Laredo Police Department remain efective, protected and healthy during the COVID-19 Public Health Emergency. No local match is required. Grant will be accounted for in the Special Police Fund. 31. 2020-R-060 Authorizing the City Manager to submit a grant application in the amount of $150,000.00 to the U.S. Deparment of Justice (DOJ), Ofice of Justice Programs (OJP), Bureau of Justice Assistance (BJA), for the funding of FY 2020 Gulf States Law Enforcement Technology Initiative. The grant performance period start date is October 1, 2020 and is for 24 months duration. The objective of the initiative is to provide technology and resources to the Gulf States law enforcement agencies to increase information sharing on both local and regional basis. No local match is required. Grant will be accounted for in the Special Police Fund. 32. Authorizing the City Manager to accept a grant in the amount of $872,271.00 to fund the Laredo Police Department HIDTA Task Force, The Laredo DEA HIDTA Task Force and the Rio Grande Valley Financial HIDTA Task Force. The initiatives are funded by the Executive Ofice of the President, Ofice of the National Drug Control Policy (ONDCP), and High Intensity Drug Traficking Area (HIDTA). Funding will be used to pay personnel salaries, overtime, and travel and operating expenses; fringe benefits will be reimbursed up to 30%, and any excess will be cover by the Police Trust Fund. The grant performance period is from January 1, 2020 through December 31, 2021. Funding for the Rio Grande Valley Financial Task Force will be used for payment of overtime, fringe benefits, and operating expenses from January 1, 2020 through December 31, 2021. An additional $50,000.00 is being requested for the remaining fiscal year. Total contract amount would be $164,796.30. Funding is available in the Waterorks and Sewer System Operations and Bonds. 36. Approving the issuance of a purchase order by the City Manager in the amount of $225,104.78 to Precision Pump Systems, Edinburg, Texas, for the labor and material to repair a Patterson 24 RHC 2- Stage 10 MGD 600 HP Raw Water Pump #3 at the El Pico Water Treatment Plant for the Utilities Department. Authorizing the City Manager to enter into a continuation lease agreement between the City of Laredo and GARCO to allow the City of Laredo to continue to operate on the property located on 1400 E. Corral Avenue in Kingsville, Texas 78363 for the City of Laredo Health Department Women, Infants and Children (WIC) nutrition, supplemental and health promotion programs. The term of the agreement shall be for $3,672.00 per month for four (4) years for a total of $176,256.00 beginning April 1, 2020 through March 31, 2024 and may be renewed for an additional two (2) years, contingent on funding availability. Funding is available through the Health Department WIC Budget.
Approval to re-appoint Victor D. Trevino, M.D., to serve as the City of Laredo Health Authority under Section 121.033 of the Texas Health and Safety Code, for the period of May 1, 2020 through April 30, 2022 and authorizing the City Manager to negotiate a contract with Dr. Trevino. Authorizing the City Manager to ratify and apply for a grant to the Federal Transit Administration FY2020 Low or No Emission Bus Program (5339(c)) for two (2) 35ft. Battery Electric Hybrid buses and a charging station in the amount of $1,589,800.00 with a local match of $176,600.00 for a project total of $1,766,400.00. This project includes fr the new innovative Low-No Emissions Buses and Charging Station that is going to replace old diesel buses that are obsolete. Local Match is available in the Transit Capital Grant Fund. 44. Authorizing the City Manager to submit a grant application to the Federal Transit Administration FY2020 Better Utilizing Investments to Leverage Development, or "BUILD Transportation Grants" in the amount of $7,000,000.00 with a local match of $1,000,000.00 from the 2019 CO Bonds proceeds for the completion of El Metro's Administration, Operations and Maintenance Facility Phase I. This is a competitive grant program that was published on February 25, 2020 under the Father Consolidated Appropriations Act of December 2019 by the Department of Transportation ("DOT") for National Infrastructure Investments. Total amount appropriated for this solicitation is $1 billion to be awarded. Local Match is available in the Transit - 2019 CO Bond.
