VII.1. Public Hearing and Introductory Ordinance authorizing the City Manager to amend the City of Laredo FY 202 1 Airport Construction Fund Budget to accept and appropriate the Texas Department of Transportation - Aviation Division under the Routine Airport Maintenance Program in the amount of $50,000.00 for the purpose of airside and landside maintenance at the Laredo International Airport. The City's local match in the amount of $50,000.00 is available in the Airport Construction Fund Budget. Total project cost is $100,000.00.
VII.2. Public Hearing and Introductory Ordinance amending the City of Laredo Municipal Housing Fund FY-202 1 Annual Budget by increasing revenues and expenditures in the amount of $143,000.00 and authorizing the City Manager to execute all necessary documents related to the AEP central division/targeted low income fund weatherization program. The program will provide for the replacement of complete central air conditioning and heating units at the 3220 E. Frost and 3019 E. Ash apartments. The grant will provide up to $3,325.00 per unit based on an assessment to determine the applicability and savings - to Investment (SIR) ratio and to include an eight percent (8%) administrative fee paid to Laredo Municipal Housing. There is no match requirement; it is based on a reimbursement basis.
VIII.5. Authorizing the City Manager to ratify the Scheduled Airline Operation Agreement and Terminal Building Lease with Transportes Aeromar, S.A. de C.V. for Exclusive Use Space and Joint Use Space located on 5210 Bob Bullock Loop at the Laredo International Airport to conduct commercial air transportation services. The term of the agreement is for three (3) years commencing on August 1, 2020 and ending on July 31, 2023. Notwithstanding anything to the contrary, as an incentive for new air service, the City agrees to waive 100% percent of the AIRLINE's Landing Fee and FIS Fee obligation for the first twelve (12) consecutive months of AIRLINE flights to Laredo International Airport. Further, in months thirteen (13) through twenty-four (24) of AIRLINE flights to Laredo International Airport, AIRLINE's Landing Fee and FIS Fee obligation shall be reduced by 75 percent. Marketing campaign in the amount of $150,000.00 will be provided by the Airport for establishing and advertising direct flight services. The Laredo Convention and Visitors Bureau and other CITY entities will also advertise the flight service, as part of their normal marketing responsibilities for the CITY.
VIII.6. Authorizing the City Manager to ratify the submission of grant application to the Federal Aviation Administration in the estimated amount of $10,485,466.00 for the Laredo International Airport and authorizing the City Manager to execute all necessary documents resulting from the award. The purpose of the grant is to provide funding for the rehabilitation of Cargo Apron Phase 14. No local match is required; 100% funded by FM. Total project cost is approximately $10,485,466.00.
VIII.7. Authorizing the City Manager to ratify the submission of grant application to the Federal Aviation Administration in the estimated amount of $5,393,884.00 for the Laredo International Airport and authorizing the City Manager to execute all necessary documents resulting from the award. The purpose of the grant is to provide funding for the rehabilitation of Cargo Apron Phase 15. The city's local match in the amount of $599,321.00 is available in the Airport Construction Fund. Total project cost is approximately $5,993,205.00.
VIII.8. Authorizing the City Manager to amend lease and restaurant concession agreement between the City of Laredo, as L ESSOR, and Carlos Bella D/B/A Villa Laredo Restaurant, LESSEE, approved by Ordinance No. 2017-0-062 dated May 1, 2017, by amending the lease to reduce the leased premises from approximately 1,116 square feet constituting of suite number 101 on the first floor of the airport passenger terminal to approximately 550 square feet of the second floor level of the passenger terminal building located at 5210 Bob Bullock Loop at the Laredo International Airport; amending the lease to require an investment minimum amount of $5,000.00 by Lessee to improve the leased bar area; waiving Villa Laredo's outstanding rent agreement and late fees balance as of September 2020 of $27,927.23. Lease term shall end on May 31, 2022. The monthly rent shall be $320.00 and will be adjusted annually according to changes in enplaned revenue passengers. All other terms and conditions remain unchanged and in effect. Providing for an effective date.
VIII.9. Authorizing the City Manager to execute the supplemental lease agreement between City of Laredo (Lessor) and the U. S. Department of Homeland Security Customs and Border Protection (Lessee). This is for the leased premises located on 2519 Jefferson Street. The lessor hereby leases the following at the Laredo Water Treatment Plant Remote Video Surveillance Site.
IX.10. 2020-0-118 Authorizing the City Manager to accept and execute a grant from the Texas State Library and Archives Commission (TSLAC) CARES - Cycle 1 Grant Program in the amount of $50,000.00 and to amend the FY2019-2020 General Fund Library Budget by appropriating said funds. The purpose of the grant is to fund expansion of digital access to areas of Texas where such access is lacking, including the purchase of internet enabled devices and provisions for technical support services in response to the disruption of schooling and other community services during the COVID-19 emergency. Project is made possible by a grant from the Institute of Museum and Library Services to TSLAC under the provisions of the Library Services and Technology Act. There is no local match requirement in the grant.
IX.11. 2020-0-119 Adopting the Amended COVI D-19 Emergency Ordinance of the City of Laredo in accordance with Section 2.11 of the City Charter by: removing the adult curfew for non-essential activity; authorizing the temporary waiver of food inspection fees from the Health Department for any bar that has recently applied with the Texas Alcoholic and Beverage Commission to qualify as a restaurant under the emergency amendments to Rule 33.5; establishing a pilot program for the outdoor expansion of restaurants on sidewalks, streets, and public parks; providing for severability; and, providing for an effective date.
IX.12. 2020-0-120 Authorizing the issuance of City of Laredo, Texas Waterworks and Sewer System Revenue Bonds, new series 2020 in the estimated amount of $60,500,000.00 and City of Laredo, Texas Waterworks and Sewer System Revenue Refunding Bonds, Taxable New Series 2020, in the estimated amount of $43,090, 000.00 approving an official statement, authorizing the execution of a purchase contract, making provisions for the security thereof; delegating to certain city officials the authority to approve all final terms of the bonds; authorizing amendment to the city's budget to appropriate such proceeds for purposes authorized herein; and ordaining other matters relating to the subject.

This tax rate will have a Maintenance and Operation Rate of $0.491536 per $100 value and an Interest and Sinking Fund Rate of $0.142464 per $100 value for the levy and the collection of General and Special Ad Valorem taxes for the City of Laredo for Tax Year 2020 and Fiscal Year 2020-2021.

X.13. 2020-0-112 Ordinance adopting the proposed annual budget for fiscal year 2020-2021 by appropriating the proposed revenues, expenditures and balances reported therein for the year beginning October 1, 2020 and ending September 30, 2021, consistent with the financial plan described in said annual budget (see Exhibit "A") and motions approved by City Council at public workshop on August 11-13, 2020 (see Exhibit "B") and the Holiday Schedule for fiscal year 2020-2021 (see Exhibit "C") and authorizing the City Manager to implement said annual budget.
X.14 2020-0-113 An Ordinance of the City of Laredo, providing for the adoption of a tax rate of $0.634000 per $100 value. This tax rate will have a Maintenance and Operation Rate of $0.491536 per $100 value and an Interest and Sinking Fund Rate of $0.142464 per $100 value for the levy and the collection of General and Special Ad Valorem taxes for the City of Laredo for Tax Year 2020 and Fiscal Year 2020-2021.
X.15. 2020-0-114 Ratifying the execution of a contract from the Health and Human Services Commission (HHSC), amending the FY 2019-2020 budget by appropriating revenues and expenditures in the amount of $4,075,612.00, with a cash match of $2,037,806.00 and amending the FY 2019-2020 Full Time Equivalent (FTE) Position Listing by adding two (2) Caseworker, R34 positions for the City of Laredo Health Department (CLHD) Community Mental Health Grant Program for the term period from September 1, 2020 through August 31, 2022.
X.16. 2020-0-115 Authorizing the City Manager to accept and enter into a contract from the Texas Department of State Health Services (DSHS), amending the Health Department Fund FY 2020-2021 budget by appropriating revenues and expenditures in the amount of $125,000.00 and amending the FY 2020-2021 Full Time Equivalent (FTE) Position Listing by adding one (1) Health Educator Supervisor, R38 position and one (1) Health Educator I, R29 position for the City of Laredo Health Department (CLHD) Diabetes Prevention and Control Program for the term period from November 1, 2020 through August 31, 2021.
X.17. 2020-0-116 An ordinance authorizing the City Manager to appropriate funds in the amount of $4,778.00 by increasing revenues and expenditures for the FY2020 El Metro Budget. Funding is provided through the excess amount from Reimburse and Miscellaneous (Damaged Insurance Reimbursements).
X.18. 2020-0-117 Authorizing the City Manager to appropriate funds in the amount of $19,034.00 by increasing revenues and expenditures for the FY2020 Transit Budget. Funding is provided through the excess amount from "Land/Telecommunications Rental".
