X. CONSENT AGENDA
X.20. Status Report on CARES Act Revive Laredo Small Business grants program as presented by the Economic Development Department in relation to remaining program fund balances.
X.21. 2020-R-155 Accepting the donation from Killam Development, LTD of a 0.093 acres, more or less, out of Lot 3A, Block 1, Killam Industrial Park, Unit 1 Replat, recorded in Volume 17, Page 71, Webb County Plat Records, within the City of Laredo, Webb County, Texas. Appraised Value of property $73,000.00.
X.22. Consideration for approval of the selection of consultant for RFQ FY20-ENG-007 City of Laredo Bruni Plaza and Bruni Plaza Branch Library Renovation/Reconstruction; and authorization to negotiate a professional services contract. A total of nine (9) firms responded to the request for qualifications and the top four (4) consultants made presentations before the evaluation committee on September 23, 2020 via teleconference. The committee recommends to select JHS Architect & Munoz, Laredo, TX. There is no financial impact at this time.
X.31. Authorizing the City Manager to negotiate and execute an agreement with Laredo Operator, Ltd. for the use of Laredo Nursing Rehab, located at 1701 Tournament Trail Dr. Laredo, Texas 78041, as an all COVID-19 Facility. The agreement will provide for a flat monthly fee for one COVID-19 dependent on the number of COVID-19 patients at the Facility (a) 0-15 residents -$100,000.00 (b) 16-30 residents - $50,000.00 the Facility will dedicate a second wing upon request, the City has sole discretion to admit unfunded COVID-19 patients, the Facility will take care of any residents with COVID-19 who are clinically appropriate, and the term of the agreement is until December 31, 2020 unless amended with prior notice by either part
X.34. Motion to execute a second amendment the professional services contract with Arredondo, Zepeda, & Brunz, LLC, (AZB) to provide additional services related to the permitting and transition of ownership from the Ponderosa Landfill to the City of Laredo in accordance with the rates specified on the terms of the original agreement in an amount not to exceed $80,300.00. Total amount of the contract will be $299,280.00. The original agreement was for $148,980.00 and was subsequently amended to provide for additional services related to negotiations for the purchase of the Ponderosa Landfill in an amount not to exceed $70,000.00. Funding is available in the Solid Waste Fund.
40.C.1. Status report with possible action on the Rail Road "Quiet Zone", and any other matters incident thereto.

City Council District I Priority Funds will be used for this project.
